No person shall ride, drive or otherwise propel any motor vehicle or bicycle over any curb or upon or over any sidewalk or other place reserved for the use of pedestrians within the Village. Nothing in this section shall be construed to prohibit driving, riding or otherwise propelling any motor vehicle or bicycle across a curb or sidewalk at a place set apart as a lawful driveway entrance to or exit from abutting property by way of a lawful curb cut. This does not prohibit children nine years or under from riding bicycles or as noted above.
No person shall wash, wax or clean, or cause to be washed, waxed, cleaned or repaired, any motor vehicle upon any sidewalk, street, highway, municipal parking lot or other public place within the Village.
No person shall place or deposit, or cause, allow or abet the placing or depositing of, upon any sidewalk, street, highway, municipal parking lot or other public place within the Village, any boxes, goods, wares or merchandise, except for the purpose of loading or unloading the same for immediate transfer to an adjacent vehicle or premises. In no case shall the person placing or depositing, or causing, allowing or abetting the placing or depositing, allow the boxes, goods, wares or merchandise to remain upon the sidewalk, street, highway, municipal parking lot or other public place for more than 15 minutes.
No person shall abandon or leave or cause or allow to be left any shopping cart or wagon or other similar device owned by him or in his possession, custody or control in or upon any street, highway, sidewalk, municipal parking lot or other public place within the Village.

The Superintendent of Public Works is hereby authorized to establish, erect and maintain, with funds appropriated therefor, one or more bicycle parking facilities (racks) at locations to be designated by him in public places on property owned by or leased to the Village as required for recreation and to decrease vehicular parking congestion on Village streets and property. Where such facilities are provided, the Superintendent shall cause signs to be posted thereon or adjacent thereto notifying users that such bicycle parking facility is for the use of Village residents only, that use by others is prohibited and that the Village assumes no responsibility for damage to or loss or theft of property left at such facilities. The use of such bicycle parking facilities by persons who are not residents of the Village is hereby prohibited.
