There is hereby created within and for the City
an Airport Board.

The Airport Board shall be composed of seven
members, each appointed by the City Council for a term of three years;
provided, however, that for the first appointment two members shall
be appointed for terms of one year; two members shall be appointed
for terms of two years; and three members shall be appointed for terms
of three years. All appointments thereafter shall be for terms of
three years, and any vacancy shall be filled for the unexpired term
by the City Council.
The Airport Board shall elect a Chairman from
its membership to serve at the pleasure of the Board. In the absence
or disability of the Chairman, a temporary Chairman shall be elected
by the Board.
The Airport Board shall formulate plans for
the operation of the airports and aviation facilities owned by the
City, and shall advise and consult with the City Council and the City
Manager in the conduct of such airports and aviation facilities.
Meetings of the Airport Board shall be held
at the call of the Chairman at such time as he may determine and when
requested by the Mayor or the City Manager, and at such times as the
Board may determine.
A majority of all the members of the Airport Board shall constitute a quorum. Notwithstanding the provisions of §
5-2 of this Code, if a member is absent from four consecutive regular meetings of the Board, the member shall thereupon cease to hold office.
A complete copy of the minutes of each meeting
of the Airport Board shall be filed with the City Clerk.
