There shall be an Airport Department, the head
of which shall be the Airport Manager appointed by the City Manager
for an indefinite term. Nothing herein shall prohibit the appointment
of a lessee of the airport as Airport Manager. Subject to supervision
and control by the City Manager, the Airport Manager shall have supervision
and control of the Airport Department.
The Airport Department shall operate and maintain
the airport.
