The Mayor is hereby authorized to enter into an intergovernmental cooperation agreement among Lancaster Township, the School District of Lancaster and the City of Lancaster in order to create an entity to be known as the "Lancaster Park Commission," which shall have all powers and authorities necessary or appropriate to provide for the establishment, operation and maintenance of a public park and public recreation area in such portion of the Millersville Pike property which is leased from
The agreement shall continue in effect so long as any portion of the park property is leased by the School District of Lancaster to the Lancaster Park Commission.
  The purposes and objectives of the agreement are to provide for the establishment, operation and maintenance of a public park and public recreation area. The parties to the agreement shall delegate to the Lancaster Park Commission such powers and authorities as are necessary to implement the purposes of the agreement including without limitation, the authority to acquire property by purchase or gift, the authority to have employees, the authority to enter into contracts for group insurance and employee benefits, including social security, the authority to enter into a lease for the park property and such other powers as are reasonably related to the purposes expressed herein, provided that the Commission shall have no power to incur any obligation which is binding upon any of the parties except upon specific approval by that party's governing body.
The Lancaster Park Commission shall be self-supporting and shall derive its revenues from reasonable fees charged for the use of the park property and from donations. Each party to the agreement may, but shall have no obligation to, contribute money or any other item of value to the Commission.
The Lancaster Park Commission shall be governed by a Board of Directors consisting of seven persons of which two persons shall be residents of the City of Lancaster and appointed by the Council, two persons shall be residents of the School District of Lancaster and shall be appointed by the Lancaster School District Board of School Directors, two persons shall be residents of the Township of Lancaster and shall be appointed by the Board of Supervisors of the Township of Lancaster and one person shall be a resident of the School District of Lancaster and shall be appointed by the Board of Directors of the School District of Lancaster upon recommendation by the Commission.
Real or personal property may be acquired by purchase or gift and shall be managed by the Lancaster Park Commission in order to fulfill its public purposes. Upon termination of the intergovernmental cooperation agreement, the real property which is leased to the Commission, including any structures or fixtures constructed thereon, shall be the property of the School District of Lancaster and all other property shall be divided equally among the City of Lancaster, the School District of Lancaster and the Township of Lancaster.
The Lancaster Park Commission shall be empowered to enter into contracts for policies of group insurance and employee benefits, including Social Security, for its employees.
