A. 
The following positions in the Bureau of Housing, Health and Sanitation are placed under civil service status: Chief of Food Inspection, Meat Inspector, Assistant Meat Inspector, Health Officer, Sanitarian, Secretary Clerk for the Bureau and Recording Secretary to the Board.

B. 
The individuals now occupying the positions mentioned in Subsection A hereof are to be placed under civil service by reason of their proven qualifications and experience in handling their respective positions.
The Firemen's Civil Service Commission is granted jurisdiction over any future examinations for these positions and is given the responsibility of setting up such standards as are necessary and the certification of those eligible to fill these positions.
A. 
There is hereby created a Civil Service Board for the examination of applicants for appointment to any position in the Bureau of Engineering.
B. 
Such Board shall consist of three members, one of whom shall be a civil engineer, one shall be a physician and one from the public at large. They shall be elected by the Council. Initially, one member shall be elected for a term of two years, one for a term of three years and one for a term of four years. Upon the expiration of the term of any member of the Board, one person shall be elected to serve on such Board for a term of four years. If any vacancy should occur during the term of any member of the Board, such vacancy shall be filled by the Council for the unexpired term.
C. 
Such Board shall have the powers and exercise the duties as specifically provided therefor in the Third Class City Code of 1931 (P.L. 932), as supplemented by the Act of June 28, 1951 (P.L. 662) (53 P.S. § 39401 et seq.).

Chief Surveyor
Surveyor
Party Chief
Instrument Man
Assistant Instrument Man
Rodman
Chief Draftsman

B. 
The following positions presently occupied by personnel assigned to the Bureau of Water, being of such nature which entails grave responsibilities in the operation of the water filtration plants serving the city and its environs, are, for the purposes of this chapter, assigned to the Bureau of Engineering and are placed under civil service:
Operating Engineers I (Supervisory)
Operating Engineers II (Filtration)
Operating Engineers II (Mechanical)
Operating Engineers II (Technical)
Operating Engineers III (Pumping)
C. 
The following positions presently occupied by personnel assigned to the Bureau of Sewers, being of such nature which entails grave responsibilities in the operation of the sewage disposal plants serving the city and its environs, are, for the purposes of this chapter, assigned to the Bureau of Engineering and are placed under civil service:
Operating Engineers (Supervisory)
Operating Engineers (Electrical and Instruments)
Operating Engineers (Mechanical)
Operating Engineers (Technical)
Operating Engineers (General)
Operating Engineers (Alternate)
D. 
The individuals who are now occupying the positions specified in Subsections A, B and C hereof are, by reason of their training and experience in such positions, hereby declared to be under civil service. Hereafter no person or persons may be appointed to any of the above-specified positions without having first passed the examinations provided for by the Civil Service Board for the examination of applicants for appointment to positions in the Bureau of Engineering and having been certified by such Civil Service Board for such appointment.

A. 
In accordance with Section 417 of the Amendments,[1] City Council of the City of Lancaster hereby creates the City of Lancaster Civil Service Board to provide for and oversee the examination of applicants for appointment to and promotion to any position in the Police or Fire Department, which City of Lancaster Civil Service Board (the "Board") shall consist of three citizens who shall be appointed by City Council. The terms of such Board members shall be four years, or until their successors are appointed and qualified. The terms of those initially appointed to the Board shall, however, be staggered, with one person to serve for two years, one person to serve for three years and one person to serve for four years. All successive appointments shall be in accordance with Section 420 of the Amendments.[2] If any vacancies occur, they shall be filled by the City Council for the unexpired term. Alternates may also be appointed by City Council in accordance with the Amendments.

B. 
The appointments to and operation and authority of the Board shall be in conformity with and pursuant to Article XLIV of the Amendments.
C. 
In accordance with Section 440 of the Amendments, any proceedings that have been initiated or are pending before the existing Police Civil Service Commission or Fire Civil Serve Commission will continue before such applicable commissions until concluded.
D. 
Until such time as the newly created Board shall adopt its own rules and regulations, it shall follow the existing rules and regulations adopted by the City Police Civil Service Commission and the City Fire Civil Service Commission with respect to appointments, hires, and promotion for police and fire personnel, respectively.
