The office of the Mayor shall be vested with
the powers and duties, hereinafter referred to as areas of responsibility,
as specified in the provisions of the Optional Third Class City Charter
Law of the Commonwealth of Pennsylvania, as well as all other
applicable statutes, rules and regulations of the City of Lancaster,
Pennsylvania, hereinafter referred to as "city," and the Commonwealth
of Pennsylvania, and shall perform, among other areas of responsibility,
the following:
A. Direct and supervise the executive and administrative
affairs of the City.
B. Appoint directors of the six departments created herein,
by and with the consent of the Council of the City, hereinafter referred
to as the "Council," and remove any director of any department, after
providing written notice of such intended action to the Council, as
well as complying with any other provisions for removal as specified
in the areas of responsibility.
C. Designate any elected or appointed city official to
temporarily perform the duties of any office as a result of a vacancy,
leave of absence or disability.
D. Serve as a temporary or permanent director of any
department or its subordinate functional areas.
E. Prescribe any rules or regulations for any department
or its subordinate functional areas which are deemed necessary for
the conduct of city business.
F. Revoke, suspend or alter any such rule or regulation
issued to any department or its subordinate functional areas.
G. Assign any department or its subordinate functional
areas to assist or perform work for any other department or its subordinate
functional areas.
H. Countermand or cause to become null and void any action
taken or decision made by the director of any department or its subordinate
functional areas.
I. Cause the enforcement of all city laws, codes and
ordinances.
J. Prepare and present to the Council, no later than
its last regularly scheduled meeting of November of each year, an
annual General Fund Budget for the upcoming calendar year, including
all relevant financial data on surplus funds, anticipated revenues
and projected expenditures.
K. Submit monthly reports and an annual report on the
performance of each department and its subordinate functional areas,
including financial statements, to the Council.
L. Attend and participate in regularly scheduled or special
meetings of the Council.
M. Create special temporary or permanent advisory committees,
councils and the like to review, investigate or inquire into matters
related to the City.
N. Recommend persons to serve on the various permanent
and mandated authorities, boards, commissions and the like of the
City.
O. Attend to all other areas of responsibility of the
City.
The Executive Department, in addition to the
Office of the Mayor, shall consist of the following subordinate functional
areas and shall conduct all of the appropriate areas of responsibility
associated therewith:
A. Office of Budget and Accounting.
B. Office of the City Solicitor.
The Office of the Mayor or its subordinate functional
areas shall, in addition to all other appropriate areas of responsibility,
interact, where applicable, with the various authorities, boards and
commissions of the City appropriate to the Executive Department.

A. The annual salary of the Mayor of the City of Lancaster,
who will be elected at the municipal election to be held in November
of 2017, and municipal elections thereafter, be and the same is hereby
fixed as follows:

For years commencing 2023 and thereafter, the Mayor's
salary shall be increased by the same percentage that salaries of
members of the Pennsylvania General Assembly are increased (it being
understood that salaries of members of the Pennsylvania General Assembly
are increased according to the Public Official Compensation Law, the
Act of October 19, 1995 [Act No. 51 of 1995], as amended, relating to and providing for an annual cost-of-living
adjustment).
B. The Mayor of the City of Lancaster shall engage and
discharge his or her duties on a full-time basis, which means, as
a minimum, the equivalent of eight or more hours a day, on five or
more days per week, excluding holidays and vacations as established
by the personnel policies of the City, and means, further, that time
required to fully and effectively discharge the duties of Mayor and
all the exigencies required of that office to completely execute the
business of the City as pertains to that office.
C. All appropriation ordinances for the years referenced in Subsection
A above shall fix the salary of the Office of Mayor as provided herein.
