All dwelling houses, stores and places of business of any kind fronting on any road, street, avenue or alley of the City shall be numbered in the manner provided by this chapter.
The City Engineer is hereby empowered to designate the proper numbers for all newly constructed properties or old properties without numbers, and he shall also make such notification as set forth in § 113-7.
The City Engineer shall keep a record of all numbers assigned and shall file the same among the records at his office.
The buildings in the four angles of Center or Penn Square, commencing at the City Hall, shall be numbered to the left from "1" to a number not exceeding "100." The buildings upon North and South Queen Streets and East and West King Streets shall be numbered as follows: Beginning at Center or Penn Square, the buildings on the first square, north and south, east and west, respectively, shall be numbered from "1" to a number not exceeding "100"; the second square, from "100" to a number not exceeding "200", and to each and every subsequent square an addition not exceeding 100; and the buildings on all those streets, roads, avenues and alleys which run from any one of such cardinal streets to another and on all other streets, roads, avenues and alleys shall be numbered in like manner.
Each street, road, avenue and alley shall be numbered by itself, and on each side of the same alternately, commencing on the north and east sides, thus placing the odd numbers on the one side and the even numbers on the other; allowing a number for every 16 feet of front as the buildings thereon erected may render necessary, and inserting numbers with the letter "A" thereafter where required by additional entrances, provided that on all squares that have been laid out into building lots containing 64 feet 4 1/2 inches frontage, the front feet for each number shall be in proportion to the 1/3 width of such lots respectively; and in all cases of churches, schoolhouses, stables, manufactories and other large buildings or vacant lots, a number for every 16 feet of frontage shall be assigned, and provided further, that where all houses in a block are constructed at the same time and where less than 16 feet frontage is used for each house, each and every house shall be given a whole number without a letter, provided such numbers will not exceed 100 to a block.
The name of every street, road, avenue and alley in the City shall be plainly displayed upon index boards or signs, to be affixed at the corners of intersecting streets, roads, avenues and alleys or upon the City lamps, the letters on the same not to be less than three inches in height and of proportionate width.

The numbers of dwelling houses, stores and places of business shall not be less than three inches long and of proportionate width. The numbers shall be placed over or near the front entrance at a place in which it shall be visible from the pavement within 30 days after a written or printed notification of the number of the premises shall have been given to the owner of the same, his attorney or agent. In case he shall refuse or neglect to affix the number assigned within the 30 days after the notification has been served, the Mayor shall cause the dwelling house, store or place of business to be numbered with the proper number, and the owner thereof shall be charged the cost of such posting plus an administrative fee prescribed by Chapter 36, Municipal Claims, and shall be subject to the penalty provided in § 113-8. Upon failure of the property owner to pay the amounts due the City in accordance with Chapter 36, the City shall be entitled to collect all amounts and pursue any or all of the remedies identified in Chapter 36, Municipal Claims.
Any person violating § 113-7 shall be liable to a penalty of $10 to be chargeable against the property and collected as taxes of the City are now collected, out of which sum the expenses of numbering the same shall be paid.
