No telegraph, electric light, telephone and fire alarm poles and fire plugs in the streets, lanes or alleys of the city shall be used for the purpose of posting or tacking posters thereon or be used in any way as an advertising medium.
Each pole of telegraph, electric light, telephone and fire alarm shall be painted.
Hereafter no telegraph, telephone, electric light or street railway company or any other corporation or company or person shall erect or cause to be erected or maintained or change the location of any pole now erected on any of the streets, alleys or highways in the city without first having obtained a permit. The Mayor shall specify the number, size and location of the pole or poles to be erected. The Mayor shall issue the permit after the Council has approved of the proposed erection or change of location.

Permits under this chapter shall not be issued unless upon payment of certain fees to the City of Lancaster related to the erection, replacement and maintenance of poles. Such fees shall be set, from time to time, by resolution of the City Council and shall be fixed so as to recover City costs and expenses related to erection and replacement of poles, as well as certain charges related to annual maintenance of such poles in the City rights-of-way. Such fees may be fixed on a per-pole basis.
The erection or changing of all poles shall be under the direction and supervision of the Director of the Department of Public Works and the Council. The locating of any poles shall not be considered as permanent but subject to change by the party by whom the same shall be erected as directed by the Council.
The removal of a pole shall mean the taking of it out of the ground, and no pole shall be cut off and the stump allowed to remain in the ground. The removal and replacing of all poles shall be under the direction and supervision of the Director of the Department of Public Works.
A. 
For any violation of §§ 279-1 and 279-2, a penalty of $5 shall be imposed for each and every offense, collectible as other fines and penalties are collectible by law.
B. 
Whoever violates § 279-3 shall be fined $25 for each and every pole so placed, changed or removed, to be collected in the manner provided by law for the collection of penalties of like amounts.
C. 
Whoever violates § 279-5 shall be fined $25 for each and every offense, to be collected in the manner provided by law for the collection of penalties of like amounts.
