If any cattle, horses, mules, sheep or hogs shall be found running at large in the streets, lanes or alleys of the borough, it shall be the duty of the Police Department of the Borough to seize and confine such animal or animals.
Upon the seizure of an animal or animals designated in § 69-1, the Police Department shall cause a notice to be published one time in a newspaper of general circulation in the borough giving a description of the animal or animals and giving notice that unless redeemed by the owner before a date specified, which date shall be at least one week after the date of publication, the animal or animals shall be disposed of at public sale.
Prior to the date specified for public sale, the owner of an animal seized under the provision of this article may redeem such animal by paying to the Police Department a redemption fee of $25 for each animal seized, plus a fee of $25 for each animal for each day or part of a day that the animal was confined after seizure.
A. 
When an animal has been disposed of at public sale, as provided for in § 69-2, the proceeds of the sale shall be turned over to the Borough Treasurer. The Treasurer shall credit to the use of the borough the fee for the seizure of each animal and the fee for each day or part of a day the animal was held in confinement and shall retain the balance, if any, of the amount received from the sale for a period of 30 days.
B. 
During the thirty-day period, the former owner of the animal may, by furnishing proof of his ownership, claim the balance of the proceeds of the sale as stated in Subsection A, less a penalty of 10% of such amount. If no claim is made within the thirty-day period, the balance of the amount remaining after the sale shall be credited to the use of the borough.
