In each even-numbered annual Budget Ordinance,
the City Council shall provide for the effective transition of municipal
government during the period commencing with the first Wednesday of
November in each odd-numbered calendar year and ending on the first
Monday in January next following by appropriation in the annual Budget
Ordinance of a sufficient sum to employ required personnel and other
essential expenses incidental thereto.
In each even-numbered annual Budget Ordinance
the City Council shall provide for the inauguration of elected officials
in the month of January of each even-numbered calendar year by appropriation
in the annual budget ordinance of a sufficient sum to effect this
purpose.
