An Animal Spay/Neuter Public Assistance Fund shall be established as follows:
A. 
Fifty percent of the revenue generated from the surcharge collected on each dog license shall be deposited in a special account known as the "Animal Spay/Neuter Public Assistance Fund."
B. 
Fifty percent of the revenue generated from fines collected pursuant to § 116-47 and § 116-52 shall be deposited in a special account known as the "Animal Spay/Neuter Public Assistance Fund."
The sole purpose of the Animal Spay/Neuter Public Assistance Fund is to provide funding for the exclusive use of funding a low-cost spay/neuter program for the animals of persons who qualify for one of the following public assistance programs or any other public assistance program as determined by the City's Animal Control Officer:
A. 
Any program that qualifies as public assistance pursuant to Chapter 40-6 of the General Laws of the State of Rhode Island;
B. 
The food stamp program authorized by Title XIII of the federal Food and Agriculture Act of 1977, 7 U.S.C. § 2011 et seq.;
C. 
The supplemental security income program authorized by Title XVI of the federal Social Security Act, 42 U.S.C. § 1381 et seq.;
D. 
The federal Temporary Assistance for Needy Families Act authorized by 42 U.S.C. § 601 et seq.; or
E. 
The Medicaid program authorized by Title IX of the federal Social Security Act, 42 U.S.C. § 1381.
The Director of Finance shall set up an Animal Spay/Neuter Public Assistance Fund to be used specifically for the purpose described.
The Animal Control Officer is hereby authorized to exercise control over those funds that are ultimately disbursed by the Director of Finance.
All monies in this account shall be carried over in the account from fiscal year to fiscal year.
The Animal Control Officer shall provide to the Animal Control Committee a biannual report detailing revenues and expenditures relative to the Animal Spay/Neuter Public Assistance Fund.
