Two dollars collected from the fee charged for each certified copy of birth, death, marriage, fetal death, or delayed record, or a search for any of said records, shall be deposited in a special account, maintained by the City Clerk's Office, solely for the purpose of improving the records system maintained by the City Clerk's Office in the City.
