A. 
No person, firm, corporation or other entity, which is not a public utility as defined in § 198-6 of this Code, shall in any manner make any opening or excavation on, in, upon or under, nor lay any pipe, drain, wire, line, conduit, cable or the like on, in, or under, any public highway, street, roadway or sidewalk in the City of Pawtucket, nor upon any public lands, the jurisdiction over which is not legally reserved to another municipal department or agency, without the prior written consent of the Director of Public Works or his or her designee.
B. 
No permits shall be issued without payment of the following fees:
(1) 
Water service connection: $450.
(2) 
Sewer lateral installations: $450.
(3) 
Storm drain installations: $450.
A. 
No person, firm, corporation or other entity, which is a public utility as defined in § 198-6 of this Code, shall in any manner make any opening or excavation on, in, upon or under, nor lay any pipe, drain, wire, line, conduit, cable or the like on, in, or under, any public highway, street, roadway or sidewalk in the City of Pawtucket, nor upon any public lands, the jurisdiction over which is not legally reserved to another municipal department or agency, without the prior written consent of the Director of Public Works or his or her designee.
B. 
Permits for the installation of any pipe, drain, wire, line, conduit, cable or the like under any roadway or sidewalk shall be issued only to the owner of said pipe, drain, wire, line, conduit, cable or the like. Permits for any pipe, drain, wire, line, conduit, cable or the like shall likewise be issued in the owner's name only.
C. 
No permits shall be issued without the payment of an administrative and engineering inspection fee in the amount of $75 per opening.
The Director of Public Works shall promulgate any specifications, regulations and forms or applications that are deemed necessary to effect the purposes of this article, and all work shall conform to said specifications and regulations.
If any street opening extends more than 50 feet, continuous or noncontinuous, said street shall be repaved curb to curb.
Any person who violates any provisions of this article shall be subject to the following penalties: not to exceed $200 for the first violation and not to exceed $500 for each such violation thereafter, plus pay the cost of returning any property that was opened or excavated, or where any pipe, drain, wire, line, conduit, cable or the like was laid in violation of this article, to its original condition. This article does not affect any civil remedies for personal injury or property damage (including underground facilities).
The City of Pawtucket, the Pawtucket School Department and the Pawtucket Water Supply Board, or their authorized agents, shall be exempt from the provisions imposed in this article.
