The cost of installing and maintaining all private fire connections shall be borne by the property affected; except that the city will make ordinary repairs to meters not occasioned by carelessness or abuse.
Meters capable of accurately measuring both small and large quantities of water are required on all fire connections from which water is used for other than fire purposes or from which there is found to be leakage or waste.

A. 
The annual charge for private fire connections for automatic sprinklers only, on which satisfactory meters are not installed, where on small supplies there are no drips and valves are sealed, and on large supplies with drips and valves sealed, is as approved by the Public Utilities Commission on the Water Supply Board's schedule of rates and tariffs.
B. 
The annual charge for private fire connections for fixtures other than or in addition to automatic sprinklers, on which no meter or satisfactory device for detecting use or waste of water is installed, is as approved by the Public Utilities Commission on the Water Supply Board's schedule of rates and tariffs.
Where there is more than one connection to one pipe system the full charge will be made for the largest such connection and half rates for the additional ones.

The Director of Public Works, at his or her discretion, or the Chief Engineer of the PWSB shall have the right to require the installation of approved devices for detecting waste or use of water for other than fire purposes, such as alarm valves, detector meters, check valves on the main line with small metered bypass or metered drip on sprinkler systems.
No other supply or branch connection, whether metered or not, shall be allowed from any fire supply.
All valves on bypass meters shall be sealed open.
