Any real property owner in the City of Pawtucket who knowingly and willfully allows any inscription, sign, billboard or display containing an announcement, declaration, display or reference to a message containing words of a prurient interest without any socially redeeming value to be affixed to or made a part of the exterior structures of the owner's improvements thereon shall be guilty of a violation and shall be punished as provided in §
298-14.

Any person, firm or corporation found in violation of any of the provisions of this article shall be deemed guilty of a violation and a fine shall be imposed in an amount not exceeding $500. In addition to the above, any person, firm or corporation found in violation of §
298-12 shall be required to perform up to 100 hours of pubic community service work for a first offense and shall be required to perform up to 200 hours of public community service work for a second or subsequent conviction.
