No person shall dig up any part of any street or sidewalk, for any purpose whatsoever, without first obtaining a permit therefor from the Director of Public Works.
Every person digging up or making any excavation in any street or sidewalk of the City, or causing the same to be done, shall fill up the same as soon as possible thereafter and shall leave such street or sidewalk in a condition satisfactory to the Director of Public Works.
It shall be the duty of any person making excavations in streets or sidewalks to provide barricades to prevent injury to pedestrians or vehicle operators and to provide suitable lights to make the excavation visible at night.
In case any street or sidewalk is not left in a manner satisfactory to the Director of Public Works, under the provisions of § 351-17, he or she shall cause the work to be properly done, and the expense thereof shall be charged to and paid by the person digging up such street or sidewalk or making any excavation therein.
