The term "Wisconsin statutes," whenever used in this chapter, shall mean the Wisconsin statutes as amended. The provisions in such statutes describing and defining regulations with respect to snowmobiles in the following enumerated sections of the statutes are hereby adopted and by reference made a part of this chapter as if set forth herein. Parties to a violation
No person shall operate a snowmobile within the Village of Elm Grove except upon his or her own property or upon other private property with the consent of the owner, or upon such portions of village property as are from time to time designated by the Village Board.

Any person convicted of violating the provisions of § 238-1 of this article shall be subject to a forfeiture as set forth in § 350.11, Wis. Stats., as amended from time to time. Any person convicted of violating the provisions of § 238-2 of this article shall be subject to a penalty as provided in § 1-16 of this Code.
The definitions set forth in § 23.33(1), Wis. Stats., and Wisconsin Administrative Code Section NR 64.02 are hereby adopted and incorporated by reference into this article as if fully set forth herein.
The provisions of § 23.33(2)(a) and (b), Wis. Stats., are hereby adopted and incorporated by reference into this article as if fully set forth herein.

A. 
Subject to the exceptions provided for in § 23.33(4)(d), Wis. Stats., no person shall operate an all-terrain vehicle within the Village of Elm Grove except upon his or her own property or upon other private property with the consent of the owner, or upon such portions of village property or roadways as are from time to time designated by the Village Board as all-terrain vehicle routes or trails under § 23.33(8), Wis. Stats. If an all-terrain vehicle is operated adjacent to the highway, the operator shall adhere to the regulations set forth in § 23.33(4)(e), Wis. Stats.
B. 
This article shall not apply to an operator of an all-terrain vehicle owned by the village, an agency of the State of Wisconsin, an agency of the government of the United States, or a public utility while the operator is engaged in emergency operations, or in operations directly related to the functions of the village, State of Wisconsin, government of the United States, or a public utility.
The provisions of § 23.33(5), Wis. Stats., are hereby adopted and incorporated by reference into this article as if fully set forth herein.
All-terrain vehicles shall conform with the requirements set forth in § 23.33(6), Wis. Stats., which is hereby adopted and incorporated by reference into this article as if fully set forth herein.

Any person who shall violate any provision of this article or any rule or regulation made under this article shall be subject to a penalty as provided in § 1-16 of this Code.
