The Village hereby obstructs the northern entrance of Florence Drive where Watertown Plank Road and Sunny Slope Road intersect so as to restrict vehicular access from the north and to protect members of the public as a whole. The portion of the roadway which is obstructed is legally described as follows:
Commencing at the Southeast corner of the Northeast 1/4 of Section 26; thence due West along the South line of the Northeast 1/4 of Section 26, and the center line of Wisconsin Avenue, 30.00 feet; thence North 00° 15 00 West, 40.00 feet to the intersection of the Northerly right-of-way line of Wisconsin Avenue with the Westerly right-of-way line of Sunny Slope Road; thence continuing North 00° 15 00 West, along the Westerly right-of-way line of Sunny Slope Road and the Easterly line of Block 4 in "Elm Grove Terrace Subdivision," a recorded plat, 302.25 feet to the place of beginning of the parcel of land hereinafter described; thence North 78° 41 55 West, along the Northerly line of said Block 4, 40.16 feet to the Northwest corner of said Block 4, said point lying on the Easterly right-of-way line of Florence Drive; thence North 01° 11 58 West, 220.82 feet, to the Northeast corner of Block 3, "Elm Grove Terrace Subdivision"; thence North 83° 11 00 East along the Southerly line of Watertown Road extended, 43.29 feet thence South 00° 15 00 East, parallel and 30.00 feet West of the center line of Sunny Slope Road, 233.78 feet to the place of beginning containing 9,355.83 square feet (0.2148 acres).
Florence Drive will be obstructed or closed so as to prevent vehicular traffic by the creation of a grassy berm area at the northern entrance to Florence Drive.
Nothing in this article shall be deemed to prohibit any person from driving a vehicle upon Florence Drive, provided that the entrance which is open to vehicular traffic is used to gain access.
The Village shall post the appropriate signs so that members of the public have notice that the right-of-way for vehicular traffic is restricted and to provide notice to the public that the right-of-way remains open to pedestrian traffic.
The Village retains the right to maintain the portion of Florence Drive which is closed or obstructed pursuant to the provisions of this article.
The Village retains the right to remove the obstruction of or reopen Florence Drive if, at any time in the future, the Village would determine that it is no longer in the best interests of the public as a whole to retain the obstruction.
The Village shall duly record this article in the office of the Waukesha County Register of Deeds.
