It shall be unlawful for any owner, lessee or occupant having control of any occupied or unoccupied lot or land or any part thereof in the Village of Vernon to permit or maintain on any such lot or land or on or along the sidewalk, street or alley adjacent to the same between the property line and the curb or the middle of the alley, or for 10 feet outside the property line if there is no curb, any growth of weeds, grass or brush or other vegetation to a greater height than 10 inches.
A. 
If the owner or occupants or lessee of said lands and lots fails to comply with this chapter, a certified, return-receipt letter will be sent to the owner of the property. The Village of Vernon will cause such weeds, grass, brush or other vegetation on such a lot or land to be cut and removed, which will be charged at a rate of $50 per hour. If a second mowing or clearing of this property is required, the Village will charge a rate of $75 per hour to do it. These rates are subject to review and change periodically.
B. 
It shall be certified by the Village Board to the Village Clerk and shall thereupon become a lien upon such property and shall be added to and become and form part of the taxes to be assessed and levied upon such lot or land and shall bear interest at the same rate as taxes and shall be collected and enforced in the same manner by the same tax collector.

Any person convicted of violating any provision of this chapter shall be guilty of a violation punishable by a fine of not more than $250 or 15 days' imprisonment, or both.
