GENERAL REFERENCES
Skateboards — See Ch. 292.
As used in this chapter, the following terms shall have the meanings indicated:
DOUBLE PARKING
Parallel parking one vehicle immediately alongside of another vehicle already parked.
HIGHWAY
Any portion of the New York State highway within the corporate limits of the Village of Naples.
STANDING
The stopping of a vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaging in receiving or discharging passengers.
STREET
Any portion of a public thoroughfare within the corporate limits of the Village of Naples, except as hereinabove set forth.
A. 
Thirty miles per hour is hereby established as the maximum speed at which vehicles may proceed on or along highways within the corporate limits of the Village, except as hereinafter set forth.
B. 
The maximum speed limit on all streets within the corporate limits of the Village shall be 30 miles per hour, except as hereinafter set forth.

C. 
The maximum speed limit on that portion of Academy Street between its intersections with Main Street and Thrall Street is hereby established at 15 miles per hour between the hours of 7:00 a.m. and 11:00 p.m.
D. 
The maximum speed limit on that portion of Main Street (New York State Rt. 21) between a point 300 feet south of the intersection of the south line of the Naples Central High School Building with the west line of Main Street and a point of 300 feet north of the intersection of the north line of the Naples Central School Building with the west line of Main Street is hereby established at 20 miles per hour.
A. 
Application of section. The provisions of this section shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
B. 
All-night parking. The parking of vehicles is hereby prohibited on all highways and streets within this Village between 2:00 a.m. and 6:00 a.m. from November 1 to May 1.
C. 
Parking prohibited in designated locations. The parking of vehicles is hereby prohibited in any of the following locations:
(1) 
The east and south sides of Mill Street from Cross Street to a point which is 80 feet west of the intersection of the south line of Mill Street with the west line of the paved portion of Main Street.
(2) 
On the north side of Tobey Street for a distance of 125 feet from the intersection of Tobey Street with the west line of the paved portion of Main Street.
(3) 
On the south side of Academy Street for a distance of 260 feet from the intersection of Academy Street with the west line of the paved portion of Main Street.
(4) 
On the south side of Lyon Street from the intersection of the north line with the west line of the paved portion of Main Street, west to the east line of Dumond Street.

On the north and south sides of Sprague Street for a distance of 50 feet east of the intersection of the north and south lines of Sprague Street with the east line of Main Street.
(7) 
On the east side of West Avenue for a distance of 50 feet south from the intersection of the east line of West Avenue with the south line of Tobey Street.
(8) 
On the north and south sides of Monier Street for a distance of 50 feet from the intersections of the north and south lines of Monier Street with the east line of Main Street.
(9) 
On the east side of East Avenue for a distance of 180 feet from the crosswalk which crosses Reed Street.
(10) 
On the west side of East Avenue for a distance of 180 feet from the east line of the driveway of premises at 20 Mechanic Street.
(11) 
On the east and west sides of Race Street between Vine and Cross Streets.
(12) 
On both sides of James Street.

(13) 
On both sides of Vine Street for its entire length extending from its intersection with the west line of Main Street (NYS Route 21) westerly to the Village line.

(14) 
On the east and west sides of Reed Street for a distance of 180 feet south from the intersection of Reed Street with the intersection of East Avenue and thence on the east side of Reed Street to the point of intersection of Reed Street and Sprague Street.
(15) 
On the west side of Main Street commencing at the intersection of the south line of Vine Street and the west line of Main Street and continuing thence in a southerly direction a distance of 44 feet along the west side of Main Street.
(16) 
On the east side of Main Street commencing at the intersection of the south line of Sprague Street and the east line of Main Street and continuing thence in a southerly direction a distance of 44 feet along the east side of Main Street.
(17) 
On the west side of Main Street commencing at the intersection of the south line of Clark Street and the west line of Main Street and continuing thence in a southerly direction along the west side of Main Street a distance of 44 feet.
(18) 
On the east side of Main Street and commencing at the northerly edge of the northernmost curb cut on premises now occupied by Bob and Irv's Shurfine and continuing thence in a northerly direction along the east side of Main Street a distance of 22 feet.
(19) 
Police parking only shall be permitted in the parking space which is on the east side of Main Street and which commences a distance of 48 feet south of the intersection of the south line of Mechanic Street with the east line of Main Street and continues thence southerly along the east side of Main Street a distance of 22 feet.
(20) 
On both sides of Harwood Lane commencing at the south edge of the sidewalk on the south side of Mechanic Street and extending southerly a distance of 110 feet.
D. 
The parking, standing or stopping of vehicles on the north side of Mill Street in the zone between the intersection of the north side of Mill Street and the west line of Main Street (New York State Rte. 21) and extending thence westerly a distance of 100 feet is prohibited unless such vehicle is engaged in the loading or unloading of materials used in connection with any business located within said zone.
E. 
The parking of vehicles for more than one continuous hour is prohibited at the following locations between the hours of 9:00 a.m. and 6:00 p.m. except on Sundays and federal holidays:
(1) 
On the west side of Main Street between Vine Street and a point which is 65 feet south of the intersection of the south line of Lyon Street with the west line of Main Street.
(2) 
On the east side of Main Street between Sprague Street and a point opposite the intersection of the center line of Lyon Street with the center line of Main Street.
F. 
The following parking spaces are hereby designated as handicapped only parking spaces:
(1) 
On the west side of Main Street, the first space immediately to the south of the intersection of Main Street and Mill Street.
(2) 
On the east side of Main Street, the first space immediately to the north of the crosswalk which crosses Main Street just to the south of the so-called "Hotel Alley."
(3) 
On the west side of Main Street, the first space immediately to the south of the intersection of Main Street and Academy Street.
(4) 
On the east side of Main Street, the first space immediately to the south of the intersection of Main Street with the driveway to what is now Trinity Federated Church.
(5) 
On the east side of Main Street, the first space immediately to the south of the intersection of Main Street and Monier Street.
(6) 
On the north side of Mill Street, commencing a distance of 105 feet from the curb at the intersection of Main Street and Mill Street and extending in a westerly direction along the north side of Mill Street a distance of 20 feet.
(7) 
On the north side of Mill Street, commencing a distance of 60 feet easterly from the intersection of Mill Street with the east line of Wall Street and extending easterly along the north side of Mill Street a distance of 21 feet.
(8) 
On the west side of Main Street, the first full parking space north of the intersection of Mill Street and Main Street.

(9) 
On the west side curb of Main Street at a point opposite the center of the building currently occupied by the Naples Apothecary, Inc., having a street address of 129 South Main Street, Naples, New York, and extending from said point a distance of 10 feet southerly and 10 feet northerly for a total width of 20 feet.

A. 
Main Street is hereby designated as a through highway and stop signs shall be erected on the following entries thereto:
Academy Street
Clark Street
Dumond Street
James Street
Lyon Street
Mark Street
Mechanic Street
Mill Street
Monier Street
Mt. Pleasant Street
New York State Rte. 245 from south and east
Ontario Street
Sprague Street
Tannery Creek Road
Tobey Street
Vine Street
Weld Street
B. 
No through vehicular traffic shall be permitted on Elizabeth Street from its intersection with Vine Street to its intersection with Cross Street between the hours of 7:30 a.m. and 8:00 a.m. and 2:30 p.m. and 4:00 p.m. on the days in which Naples Central School is in session, except for residents of Elizabeth Street whose properties lie between Cross and Vine Streets, emergency vehicles and delivery vehicles.
The following intersections are hereby designated stop intersections and stop signs shall be erected at the following entries thereto:
A. 
Monier Street and East Avenue. A stop sign shall be erected at the entry from Monier Street.
B. 
Reed Street and East Avenue. A stop sign shall be erected at the entry from Reed Street.
C. 
James Street and Weld Street. A stop sign shall be erected at the entry from James Street.
D. 
James Street and Vine Street. A stop sign shall be erected at the entry from James Street.
E. 
Elizabeth Street and Vine Street. A stop sign shall be erected at the entry from Elizabeth Street.
F. 
Elizabeth Street and Cross Street. A stop sign shall be erected at both the north and south entries from Elizabeth Street.
G. 
Weld Street and Vine Street. A stop sign shall be erected at the entry from Weld Street.
H. 
Elizabeth Street, Thrall Street and Lyon Street. Stop signs shall be erected at the east and west entries from Lyon Street, at the entry from Elizabeth Street and at the entry from Thrall Street.
I. 
Thrall Street and Academy Street. A stop sign shall be erected at the entry from Thrall Street.
J. 
Cross Street and Race Street. A stop sign shall be erected at the entry from Cross Street.
K. 
Wall Street and Lyon Street. A stop sign shall be erected at the entry from Wall Street.
L. 
Mark Street and Hatch Hill Road. A stop sign shall be erected at the entry from Mark Street.
M. 
West Avenue and Tobey Street. A stop sign shall be erected at the north entry from West Avenue.
N. 
West Avenue and Tobey Street. A stop sign shall be erected a the south entry from West Avenue.
O. 
Academy Street and West Avenue. A stop sign shall be erected at the entry from Academy Street.
P. 
At the southern end of Harwood Lane where Harwood Lane changes from a north-south direction to an east-west direction. A stop sign shall be erected where Harwood Lane makes that change in direction so as to require traffic traveling in a southerly direction along Harwood Lane to come to a complete stop.

Q. 
Ontario Street and East Avenue. A stop sign shall be erected at the entry from Ontario Street onto East Avenue. A second stop sign shall be erected at the entry from East Avenue onto Ontario Street.

R. 
East Avenue and Monier Street. A stop sign shall be erected on East Avenue immediately to the north of the intersection of Monier Street and East Avenue so as to require traffic proceeding south along East Avenue to stop. A second stop sign shall be erected immediately to the south of the intersection of East Avenue and Monier Street so as to require traffic proceeding north along East Avenue to stop.

The following intersections are hereby designated yield intersections and yield signs shall be erected at the following entries thereto:
A. 
West Avenue and Mt. Pleasant. A yield sign shall be erected at the south entry from West Avenue.
B. 
Vine Street and Race Street. A yield sign shall be erected at a suitable location on Race Street, to the north of its intersection with Vine Street.

A. 
Authority to impound vehicles.

(1) 
When any vehicle is parked or abandoned on any highway or street within the Village during a snowstorm, flood, fire or other public emergency which affects that portion of the public highway or street upon which said vehicle is parked or abandoned, said vehicle may be removed by the Public Works Maintenance Supervisor, or by the Mayor, or by any member of the Board of Trustees.
(2) 
When any vehicle is found unattended on any street within this Village where said vehicle constitutes an obstruction to traffic, said vehicle may be removed by the Public Works Maintenance Supervisor, or by the Mayor, or by any member of the Board of Trustees.
(3) 
When any vehicle is parked or abandoned on any highway or street within the Village where stopping, standing, or parking is prohibited, said vehicle may be removed by the Public Works Maintenance Supervisor, or by the Mayor, or by any member of the Board of Trustees.
B. 
Storage and charges. After removal of any vehicle as provided in this section, the Public Works Maintenance Supervisor or Village police officer may store or cause to be stored such vehicle in a suitable place at the expense of the owner. Such owner or person in charge of the vehicle may redeem the same upon payment to the person who has removed and/or stored such a vehicle of all the expenses actually and necessarily incurred in effecting such removal, together with all charges for storage.
C. 
Notice of removal. The Public Works Maintenance Supervisor or Village police officer shall, as soon as it is practicable, report the removal and disposition of any vehicle removed as provided in the section to the Village Clerk, and it shall be the duty of the Village police officer to ascertain, to the extent possible, the owner of the vehicle or person having charge of the same and to notify him of the removal and disposition of such vehicle and of the amount which will be required to redeem the same.
A violation of this chapter shall be deemed to be a traffic infraction and the penalties shall be those provided for by the Vehicle and Traffic Law.
