For the purpose of nominating and electing the Town Council,
members of the School Committee, and the appointment of a Town Manager,
this Charter shall be in effect from and after its approval by the
electors, and the validation of election procedures by the R.I. General
Assembly. For all other purposes this Charter shall become effective
on January 1, 1973.
The Town Council shall proceed to enact or adopt, as promptly
as possible, all ordinances, resolutions, rules, and regulations,
which may be necessary to implement the provisions of this Charter.
The Town Council shall have authority to make any changes or
transfers in appropriations in existence when this Charter takes effect
which may be required for the operation of the town government under
the provisions of this Charter.
