There is hereby established, under the provisions
of MGL c. 41, § 81A, a Planning Board, which Board shall
supersede the Planning Board heretofore existing. The Planning Board
hereby established shall consist of five members and two associate
members who shall be appointed in accordance with the provisions of
MGL c. 41, § 81A.
The members of the Planning Board shall be compensated
at an annual rate to be determined from time to time by the City Council.

The Planning Board shall have all of the powers
and duties granted to planning boards by MGL c. 41, §§ 81A
to 81GG, inclusive. In the case of an associate member, the Chairman
of the Planning Board may designate an associate member to sit on
the Board for the purposes of acting on a special permit application,
in the case of absence, inability to act, or conflict of interest,
on the part of any member of the Planning Board or in the event of
a vacancy on the Board.
In the expenditure of funds appropriated for
the use of the Planning Board, the Board shall be subject to all the
provisions of the City Charter and applicable ordinances of the City.
