The Superintendent of Police shall have control of the Police Department of the City, its officers and members. It shall be his duty to enforce the City ordinances; to notice all offenses against the laws and City ordinances, taking the names of all offenders; to receive all complaints for any violations of the laws and ordinances and for that purpose to attend daily, at some stated hour, in a public and central office, to prosecute promptly all offenders against the laws and ordinances, and to use all lawful and proper means to secure convictions; to report in writing annually in December to the City Council the condition and organization of the Police Department and also a synopsis of the doings of the Department for the year, accompanying the same with such remarks and recommendations as he may think proper; and to perform all such duties and comply with such other regulations as may at any time be prescribed to him by the City Council in relation to any matters with which the policing of the City is concerned, and it shall also be his duty to report to the Auditor, as often as once a month, a written statement of all penalties and charges received by the City during the preceding month.
In addition to the patrolmen, the Police Department shall consist of the following superior officers:
A. 
One Superintendent of Police.
B. 
Two Deputy Superintendents of Police.

Eight captains.
D. 
Thirteen lieutenants.
E. 
Twenty-six sergeants.

The Superintendent of Police and all the police officers shall devote their whole time to the service of the City, to preserve the peace, order and cleanliness thereof and the safety and convenience of its streets and public places, and shall be on duty at such fires, public gatherings and assemblies as the Superintendent of Police or the City Council may direct, and shall execute and enforce the laws of the commonwealth, the ordinances of the City and the orders of the City Council, and shall engage in no other calling. They shall receive such compensation, respectively, as the City Council may determine, subject to civil service laws and regulations, provided that all fees, penalties, witness fees, money or compensation received by any police officer paid by a stated salary for any service rendered by him while acting in his official capacity shall be paid by the officer receiving the same into the City treasury before he shall be entitled to his salary, and the officers shall receive no compensation other than their salaries for any services whatever rendered by them during their terms of office.
A. 
The term "permanent police officer" as used in this section is deemed to mean and include all permanent regular patrolmen, policewomen, deputy superintendents, captains, lieutenants, sergeants and the police chauffeur of the City.
B. 
The regular hours of duty for permanent police officers of the City shall be so established that the average weekly hours of regular duty in any year shall not exceed 37 1/3 in number. This shall be accomplished as follows: All such permanent police officers shall work four consecutive days on and shall have two consecutive days off; thereafter, such four days on and two days off rotating weekly, an officer's regular days off shall drop back one day every week. The working cycle for the "four and two" workweek shall be completed in six calendar weeks. In each six-week period, a permanent police officer who shall actually work the six-week cycle shall receive 14 regular days off. The Superintendent of Police may change this day off schedule for those permanent police officers whose assignments are such that it would not be feasible to have them on a rotating schedule as described above; however, such members must also be granted 14 regular days off within every six-week work period.
C. 
Except during the fifth and sixth weeks of the six-week work cycle, time worked in excess of 40 hours in any one week shall be considered overtime and shall be paid at an hourly rate equal to 1 1/2 times the hourly rate of the officer's base rate of pay for his average weekly hours of duty, which is established at 37 1/3 hours in Subsection B of this section. During the fifth and sixth weeks of the six-week work cycle, time worked in excess of 32 hours shall be considered overtime and shall be compensated at the overtime rate established in this subsection.
D. 
The Superintendent of Police may, in case of emergency or any unusual demand for service of police officers of this City, as determined by the Superintendent, assign any permanent police officer to extra duty, or prevent any such permanent police officer from taking his regularly scheduled day off or vacation, provided that such officer shall receive overtime pay at time-and-a-half rate for each hour or fraction thereof performed on such day off or during vacation, provided that such duty is in excess of regular assigned duty.
A. 
In accordance with Chapter 664 of the Acts of 1969 and MGL c. 40, § 6B, in any year in which an appropriation is made or carried forward from a previous year, a uniform allowance shall be paid directly to uniformed members of the Police Department who hold an appointment with such Department as of September 1 in such year, including the administrative head thereof, and shall be paid directly to such individual member for uniform purchases and maintenance in an amount appropriated and determined therefor, or as a result of collective bargaining procedure, provided that such member continues in permanent employment in the Police Department through December 1 of such year and otherwise meets the requirements set forth in this section.
B. 
The amount of the uniform allowance provided for under this section, payable in December of each year, shall be on file in the City Clerk's office.
C. 
The administrative head of the Department, or a superior officer designated by the administrative head of the Department, shall set up the necessary standards within the Department to be adhered to for the uniforms worn by the respective members of such Department and inspection thereof. Uniforms shall be inspected at least once in each year and at such other times as may be set for inspection by the administrative head or the superior officer designated as aforesaid. Upon each inspection, a written record thereof shall be made and filed in the records of the Department. Should it be found that the uniform, or the condition thereof, of any member is not up to the standards established within the Department, such uniform shall be reinspected within seven days thereafter, and should such uniform, or the condition thereof, not meet the requirements as established by the Department, the administrative head of such Department or the superior officer designated as aforesaid shall so inform such member, and if within 14 days thereafter such member does not bring his uniform, or the condition thereof, up to the standards established, such member shall not be eligible to receive his respective allowance toward the cost and upkeep of his uniform for such year and shall, in addition, be subject to such penalty as may be provided by the rules of the Department.
D. 
Upon certification to the City Auditor by the administrative head of the Department that such member is eligible to receive the allowance as provided in this section, such allowance shall be paid directly to such member in accordance with the established custom of the City in paying its bills.
A. 
Supervision; reports of loss or damage. Any and all lifesaving apparatus placed by the City on or near the waterways shall be under the supervision of the Police Department of the City . Such apparatus shall be inspected daily by patrolmen. Any loss of or damage to such apparatus shall be reported by patrolmen to the Superintendent of Police. The Superintendent shall forthwith cause such apparatus to be repaired or replaced so that it may be at all times in efficient condition. It shall be the duty of the Superintendent of Police to prosecute any willful or malicious injury to or abuse of such apparatus and any meddling with the same without the authority of the Superintendent of Police for any purpose other than preservation of the same or the saving of life or property.
B. 
Injuring or tampering with apparatus. No person shall willfully or maliciously abuse or injure any lifesaving apparatus of the City, and no person shall, without the authority of the Superintendent of Police, meddle with such apparatus for any purpose other than preservation of the same or the saving of life or property.
C. 
Marking; stand; composition. All apparatus designed for the saving of life from drowning which is the property of the City shall be plainly marked with the name of the City before being placed on or near the waterways. A suitable stand shall be erected to protect every such apparatus placed near the waterways. A copy of the preceding subsection on a placard of suitable size shall be placed in plain view near every set of the apparatus. Every set of such apparatus shall consist of a ring buoy with at least 50 feet of rope attached, a twelve-foot pole hook and a ladder. The omission of anything provided for in this subsection shall not excuse any violation of Subsection B.
The Police Department is hereby authorized to go to aid another city or town at the request of such city or town in the suppression of riots or other forms of violence therein.
