No electric wiring for light, heat or power
shall be installed in a building or structure, nor shall an alteration
or extension of an electric wiring system be made, except in conformity
with the provisions of the Massachusetts Electrical Code, as amended.
A.
During installation. The City Electrician/Wire Inspector
shall, during the installation of an electric wiring system, make
inspection to assure compliance with the Massachusetts Electrical
Code. No work in connection with an electric wiring system shall be
covered or concealed until it has been inspected as prescribed in
this section and permission to do so has been given by the City Electrician/Wire
Inspector.
B.
On completion of work. The City Electrician/Wire Inspector
shall, within a reasonable time after notice of the completion of
electrical wiring for which a permit is required by this Code, make
an inspection of such work and such tests as may be necessary to determine
that it conforms to the Massachusetts Electrical Code.
C.
Reinspection. The City Electrician/Wire Inspector
shall make a reinspection of an electric wiring installation whenever
he deems it necessary in the interest of public safety. If an electric
wiring system, upon reinspection, is found to be defective and unsafe,
the City Electrician/Wire Inspector shall revoke all certificates
in effect at that time relating to such systems, and the use of such
system shall be discontinued until it has been made to conform to
the Massachusetts Electrical Code and a new certificate has been issued
by the City Electrician/Wire Inspector.
Upon the filing of his report, or the report
of the person authorized by him to make the inspection, that an electric
wiring system is lawfully installed or altered, the City Electrician/Wire
Inspector shall issue a certificate.
A.
Restriction. It shall be unlawful to use or permit
the use of, or to supply current for, electric wiring for light, heat
or power in a building or structure unless the required certificates
of inspection and approval have been issued.
B.
Temporary current. The City Electrician/Wire Inspector
may give temporary permission for a reasonable time to supply and
use current in part of an electric installation before such installation
has been fully completed and the certificate issued.

When not otherwise specifically stated, the
word "approved" means approved by the City Electrician/Wire Inspector.
The rules and regulations set by the National Fire Prevention Association
known as the "Massachusetts Electrical Code" shall be incorporated
into this Code as the governing law of electrical installation.
Temporary permits may be issued by the City
Electrician/Wire Inspector, at his discretion, allowing a current
to be used on certain specified circuits, or parts of an installation,
while the work of constructing, altering or repairing such system
is in progress. Temporary permits may be granted for exposed wiring
systems within or on buildings, in any or all parts of the City, and
may be renewed or canceled at the discretion of the City Electrician/Wire
Inspector.[1]

Blanket electrical permits shall be defined as covering all
minor repair, maintenance, and fixture replacement work performed
by staff electricians employed by the permit holder on properties
owned by the permit holder that requires the issuance of a permit
and inspection under the state electrical code. Blanket electrical
permits shall not cover any electrical work that includes wiring or
rewiring, new construction, substantial renovations, service connections,
installation of new devices, panels or other similar work, nor shall
they cover work performed for permit holders by contractors not directly
employed by the permit holder. Work performed under blanket electrical
permits requires final inspection.
