City of Lowell, MA Article IV Traffic Regulations for Specific Streets

§ 266-36 Commercial vehicles restricted.

A. No commercial vehicles shall be operated on the following named streets or parts thereof during the hours enumerated:

(1) Douglas Road, from Andover Street to Rogers Street, between the hours of 8:00 p.m. and 7:00 a.m.

(2) Clark Road, from Andover Street to the Tewksbury town line, between the hours of 8:00 p.m. and 7:00 a.m.

(3) Hampshire Street, against southbound commercial vehicles with three or more axles from Bridge Street to Hildreth Street.

(4) Jewett Street, against southbound commercial vehicles with three more axles from Bridge Street to Hildreth Street.

(5) Maryl Drive, between Rogers Street and Fairmount Street.

(6) Sparks Street, against both directions of traffic from the first intersection with Martin Street to the second intersection with Martin Street.

B. This section shall not apply to commercial vehicles going to or coming from places upon such streets or adjoining streets or ways to which access cannot otherwise be gained, or to vehicles of municipal departments or public service corporations having emergency work to do on the streets or adjoining streets, or to United States mail vehicles collecting mail on the streets, or to Police and Fire Department vehicles, or to ambulances.

C. No motor vehicle, with or without trailer attachment, having a gross vehicle weight of 12,000 pounds or more, or exceeding 24 feet in length, or having three or more axles, shall be operated on the following named streets at any time unless making an actual delivery or service to a residence or business on said streets or accessible for such purpose only by said streets:

D. Subsection C above shall not apply to recreational, government-owned, or emergency vehicles as described in Subsection B above.

§ 266-41 Turn restrictions by type of vehicle.

At the indicated intersections and for the given direction, only the designated type of vehicle shall be permitted to turn:

A. John Street and Paige Street, southerly to easterly, only trucks and buses.

B. John Street and Paige Street, northerly to easterly, only trucks and buses.

C. Paige Street and John Street, easterly on Paige Street approaching John Street, continuing easterly on Paige Street after John Street, only trucks and buses.

§ 266-42 Through traffic restricted. [1]

§ 266-43 Special speed regulations.

A. The following special speed regulations are hereby adopted in accordance with the provisions of MGL c. 90, § 18:

(1) Route 38 (Nesmith, Rogers and Bridge Streets) northbound: Beginning at the end of State Highway (Butman Road) thence northerly 0.67 mile at 35 miles per hour; 0.09 mile at 25 miles per hour; 0.42 mile at 35 miles per hour; 0.05 mile at 25 miles per hour ending at the junction of Routes 110 and 133 (Andover Street); and beginning again at the junction of VFW Highway thence northerly 0.41 mile at 25 miles per hour; 0.74 mile at 35 miles per hour ending at Dracut town line; the total distance being 2.38 miles.

(2) Route 38 (Bridge, Rogers and Nesmith Streets) southbound: Beginning at the Dracut town line thence southerly 0.74 mile at 35 miles per hour; 0.41 mile at 25 miles per hour ending at the junction of VFW Highway; and beginning again at the junction of Routes 110 and 133 (Andover Street) thence southerly 0.47 mile at 35 miles per hour; 0.09 mile at 25 miles per hour; 0.67 mile at 35 miles per hour ending at the beginning of State Highway (Butman Road); the total distance being 2.38 miles.

(3) Route 110 (Chelmsford, Appleton, Church and Andover Streets) northbound: Beginning at a point north of the junction of Route 3 at the end of State Highway thence northerly 0.81 mile at 30 miles per hour; 0.53 mile at 25 miles per hour; 0.35 mile at 30 miles per hour; 1.08 miles at 25 miles per hour ending at the junction of Nesmith Street; the total distance being 2.77 miles.

(4) Route 110 (Andover, Church, Appleton and Chelmsford Streets) southbound: Beginning at the junction of Nesmith Street thence southerly 1.21 miles at 25 miles per hour; 0.35 mile at 30 miles per hour; 0.53 mile at 25 miles per hour; 0.81 mile at 30 miles per hour ending at a point north of the junction of Route 3 at the beginning of State Highway; the total distance being 2.90 miles.

(5) Route 3A (Gorham, Thorndike, Westford and Pine Streets) westbound: Beginning at the Chelmsford town line thence westerly 0.83 mile at 30 miles per hour; 0.52 mile at 25 miles per hour; 0.49 mile at 30 miles per hour ending at the junction of Route 110 (Appleton Street); and beginning again at the junction of Route 110 (Chelmsford Street) thence westerly 0.43 mile at 30 miles per hour; 0.23 mile at 25 miles per hour; 0.80 mile at 30 miles per hour; 0.16 mile at 20 miles per hour ending at the junction of Princeton Boulevard (State Highway); the total distance being 3.46 miles.

(6) Route 3A (Pine, Westford, Thorndike and Gorham Streets) eastbound: Beginning at the junction of Princeton Boulevard (State Highway) thence easterly 0.16 mile at 20 miles per hour; 0.80 mile at 30 miles per hour; 0.23 mile at 25 miles per hour; 0.43 mile at 30 miles per hour ending at the junction of Route 110 (Chelmsford Street); and beginning again at a point 500 feet east of the junction of Route 100 (Chelmsford Street) thence easterly 0.39 mile at 30 miles per hour; 0.52 mile at 25 miles per hour; 0.83 mile at 30 miles per hour ending at the Chelmsford town line; the total distance being 3.36 miles.

(7) Westford Street westbound: Beginning at the junction of Pine Street thence westerly 0.52 mile at 30 miles per hour; 0.13 mile at 25 miles per hour; 0.30 mile at 30 miles per hour ending at the Chelmsford town line; the total distance being 0.95 mile.

(8) Westford Street eastbound: Beginning at Chelmsford town line thence easterly 0.30 mile at 30 miles per hour; 0.13 mile at 25 miles per hour; 0.52 mile at 30 miles per hour ending at the junction of Pine Street; the total distance being 0.95 mile.

(9) Stevens Street southbound: Beginning at the junction of Route 110 (Chelmsford Street) thence southerly 1.11 miles at 30 miles per hour; 0.55 mile at 25 miles per hour ending at the junction of Marginal Street; the total distance being 1.66 miles.

(10) Stevens Street northbound: Beginning at the junction of Marginal Street thence northerly 0.55 mile at 25 miles per hour; 1.11 miles at 30 miles per hour ending at the junction of Route 110 (Chelmsford Street); the total distance being 1.66 miles.

(11) Lakeview Avenue northbound: Beginning at a point 200 feet north of the junction of Route 38 (Bridge Street) thence northerly 0.57 mile at 30 miles per hour; 0.23 mile at 25 miles per hour; 0.36 mile at 30 miles per hour ending at the Dracut town line; the total distance being 1.16 miles.

(12) Lakeview Avenue southbound: Beginning at the Dracut town line thence southerly 0.36 mile at 30 miles per hour; 0.23 mile at 25 miles per hour; 0.53 mile at 30 miles per hour; 0.04 mile at 20 miles per hour ending at the junction of the VFW Highway; the total distance being 1.16 miles.

§ 266-47 Stop intersections.

[Amended 5-24-1988; 8-23-1988; 9-27-1988; 10-25-1988; 1-24-1989]

Every driver of a vehicle or other conveyance approaching an intersection of ways where there exists facing him an official sign bearing the word "Stop," or a flashing red signal indication, either of which has been authorized by this section, the sign or signal apart from this regulation having the written approval of the Department of Highways of the commonwealth and such approval being in effect, shall before proceeding through the intersection bring such vehicle or other conveyance to a complete stop at such point as may be clearly marked by a sign or line or, if a point is not so marked, then at a place between the stop sign or signal and the nearer line of the intersection. In the case of a line of two or more vehicles approaching such stop sign or signal, the operators of the second and third vehicles in line in any group shall not be required to stop more than once before proceeding through the intersection. This section shall not apply when the traffic is otherwise directed by an officer or by a lawful traffic regulating sign, signal or device or as provided in § 266-33B.
