The Parking Director shall have and exercise, in accordance with the provisions of this article, the management and control of all public parking areas owned or controlled by the City and shall cause the same to be kept clean and orderly. He shall cause suitable signs to be erected setting forth the rules for parking in each area as prescribed in § 266-111.

The Parking Director shall establish a general overall parking plan or pattern for each parking area and shall provide for entrances and departure ways into and out of the same, together with avenues or ways for reaching individual parking spaces. He shall also provide for individual parking spaces for motor vehicles within such areas and shall see that markings or painted lines, visible to the naked eye, shall be made on the ground surface of such areas designating the entrances and departure ways as well as the avenues or ways within such areas and the individual parking spaces therein. Such markings or lines shall be renewed from time to time as needed so that the same shall be plainly visible at all times.

Upon the establishment of such overall parking plan, a permanent tracing thereof shall be made and delivered to the City Clerk, who shall file and preserve the same with the records of his office. Thereafter, no change shall be made in such overall parking plan except by and under the direction of the Parking Director, who shall cause an amendment to be made to the tracing in the office of the City Clerk, and such change in the overall parking plan shall not be effective unless and until such amendment is filed with the City Clerk.
From and after the date the overall parking plan or any amendment thereto affecting any particular parking area is filed with the City Clerk and the erection of appropriate signs as provided in § 266-108, it shall be unlawful to:
A. 
Park within the parking area except when the vehicle parked is wholly within an individual parking space.
B. 
Operate a vehicle within a parking area in a direction on any avenue or way of such parking area contrary to the direction established for entrance or departure to or from such parking area or to clean, repair or store a vehicle within such parking area.
C. 
Park within the parking area for a period of time more than 24 consecutive hours.
D. 
Abandon, discard or throw away any refuse or other material, regardless of its nature, within the parking areas.
E. 
Distribute handbills or other advertising material, or memoranda of any nature, by attaching such handbills, advertising material or other memoranda to vehicles parked within the parking area or otherwise distributing such material.

Off-street public parking areas are hereby established and shall be known and designated as hereinafter set forth:
A. 
Dutton Street off-street public parking area.
B. 
Davidson Street off-street public parking area.
(1) 
Lot A shall consist of the area westerly of Davidson Street as existing and as the westerly line thereof is extended southerly to existing concrete wall and fence as shown on a plan titled "Davidson Street Parking Lot, Lowell, Mass., Scale 50 feet to an inch, January 1956, Whitman & Howard, Engineers, 89 Broad Street, Boston, Mass.," whereon are located individual parking spaces numbered 1 through 56.
(2) 
Lot B shall consist of the area easterly of the easterly line of Davidson Street as extended to existing concrete wall and fence and southerly of Davidson Street and the southerly end of Howe Street, as shown on the plan of Davidson Street parking lot aforementioned.
C. 
Gershom Avenue off-street metered parking area.
D. 
Leroy Street off-street public parking area.
(1) 
Northerly side.
(2) 
Southerly side.
E. 
369-377 Bridge Street off-street public parking area at intersection with Third Street.

For the purpose of regulating parking in the off-street public parking areas hereinafter designated, and the time whereon parking is permitted, the Parking Director, under the direction of the chief executive officer of the City, is hereby authorized and directed to establish a general overall parking plan or pattern for each off-street public parking area hereinafter designated and provided for in § 266-112. Upon the establishment of the overall parking plan for such area the Parking Director is hereby authorized and directed to install parking meters, or cause the same to be installed, and when so installed, to maintain the same in good workable order and condition. Such meters shall be placed at such positions within the off-street public parking area as are designated on the overall parking plan for such area, sufficiently far apart as will enable parking of a motor vehicle. Each such position shall be thereafter designated a parking meter space and shall be indicated by white markings or painted lines upon the surface of the off-street public parking area. The parking meter installed at each parking meter space shall be so constructed as to display a signal showing a legal parking time upon the deposit therein of the proper coin or coins of the United States as indicated by instructions on the meter. Such signal shall, at all times, indicate the balance of legal parking time and remain in evidence until the expiration of the parking time designated, at which time the dropping of a signal, automatically or by other mechanical operation, shall indicate the expiration of the legal parking period.
Whenever any vehicle shall be parked adjacent to a parking meter in an off-street public parking area, it shall be parked so as to be wholly within the parking meter space provided, and upon entering such parking meter space the owner or operator shall immediately deposit or cause to be deposited in such parking meter the required coin or coins of the United States for the maximum legal parking period as indicated or shown on the parking meter, or for such proportionate period thereof as indicated in the instructions on the meter.

Parking at parking meters shall be subject to the attached list of rates for the streets and open lots listed thereon. Parking meter rates shall be applicable between the hours of 8:00 a.m. and 6:00 p.m. on any day, except Sundays and holidays. The new parking meter rates as set forth on the list attached as "A" and made a part hereof shall be effective January 1, 2004.[1]

It shall be unlawful for any person to allow his vehicle to remain in a parking space in the off-street public parking areas between the hours above designated, on any day except Sundays and holidays, without having deposited the proper coin or coins in the parking meter adjacent to such space, or to allow his vehicle to remain beyond the parking time purchased when the parking meter for such space designates the elapse of parking meter time so purchased.
It shall be unlawful for any person to park a vehicle within a parking meter space unless such vehicle is wholly within the painted lines adjacent to such meter.
It shall be unlawful for any unauthorized person to tamper with, break, injure or destroy any parking meter or parts which support such meter, or to deposit or cause to be deposited in such meter any slug, device or other substance or any substitute for the coins required for the purchase of parking time.
A. 
The Parking Director or someone designated by him is hereby designated as the person authorized to collect the money deposited in parking meters and, upon such collection, such money shall be turned over forthwith to the City Treasurer, who shall give the Parking Director the proper receipt therefor, and the City Treasurer shall deposit the same in a separate account to be known as the "City Off-Street Parking Meter Account."

B. 
All money received by the City from the operation and use of the parking meters shall be used as authorized by MGL c. 40.[1]

Rules and regulations generally. The Joseph Downes Parking Garage shall be regulated by an automated parking system.
(1) 
The fees for parking in the parking garage are established in Subsection B of this section.
(2) 
Entrance to and exit from the garage shall be on John Street only.
(3) 
There shall be placed at the entrance and exit of the parking garage on John Street a pay station, a ticket dispenser, or other like equipment, and upon entering the garage the operator of a vehicle shall take a ticket from the dispenser, upon which shall appear the exact time the vehicle enters the parking garage, and thereafter the operator of such vehicle shall personally park the same in any vacant space he desires to park, within the marked lanes. Before any person shall remove a parked vehicle from the parking garage, he shall go to the pay station to pay the ticket by cash or credit card or pay the ticket at the exit lane by credit card.
B. 
Parking rates. The schedules of parking rates at the Joseph Downes Parking Garage for monthly pass card holders and transient (hourly) rate parking, effective July 1, 2018, shall be amended as follows:

Pass cards, group billing (20 or more): $71, 81% of market rate.
(3) 
Residents of the central business district: $66, 75% of market rate.
(4) 
All students within the City of Lowell public school system shall pay $24 per month per space. Persons 62 years of age and over residing in downtown Lowell and handicapped or disabled persons residing in downtown Lowell shall pay $36 per space per month.
(5) 
Seven hundred fifty spaces shall be provided to the Wannalancit Tech Center at the rate of $16.75 per month as adjusted annually based on the consumer price index.
