Off-street City-owned parking areas are hereby established and shall be known and designated as follows:
A. 
J.F.K. Civic Center parking area. Located in the J.F.K. Civic Center area with an entrance and exit from Arcand Drive and an exit only onto Moody Street.
B. 
Moody Street off-street parking area. Located off Moody Street adjacent to the J.F.K. Civic Center and City Hall, with an entrance and exit from Moody Street and an entrance only from Merrimack Street, what was formerly known as "Tilden Street."

The Parking Director shall have and exercise, in accordance with the provisions of this article, the management and control of the City-owned controlled parking areas designated in this article and set aside for the exclusive parking for employees of the City and shall cause the same to be kept clean and orderly. He shall cause suitable signs to be erected and parking spaces to be marked, setting forth the rules for parking in each area prescribed in § 266-128. Such markings or lines shall be renewed from time to time as needed, and the same shall be plainly visible at all times.

The following rules and regulations shall apply for the parking area designated as the Moody Street lot:
A. 
Parking shall be allowed on a first-come, first-served basis to City employees employed at the J.F.K. Civic Center or City Hall who display/keep City Hall stickers.
B. 
Parking shall be allowed within the prescribed parking area, indicated by painted lines, by authorized vehicles.
C. 
One sticker shall be obtained by the authorized City employee. The Traffic Bureau/Police Department of the City shall be responsible for the issuance of the display stickers.
D. 
Upon termination of employment with the City, such display sticker shall become void.
A. 
In City-controlled parking areas, it shall be unlawful to:
(1) 
Violate any of the rules and regulations of § 266-128.
(2) 
Operate a vehicle within the designated parking areas contrary to the direction established for entrance or departure to or from such parking area or to clean, repair or store a vehicle within such parking area.
(3) 
Park in such a manner outside of the lined space allotted for one vehicle so as to infringe upon another designated parking area or to double park or stand in any other area not designated as a parking area.
(4) 
Park within the designated parking area for a period of more than 24 consecutive hours.
(5) 
Abandon, discard or throw away any refuse or other material, regardless of its nature, within the parking areas.
(6) 
Distribute handbills or other advertising material, or memoranda of any nature, by attaching handbills, advertising material or other memoranda to vehicles parked within the designated parking areas or otherwise distributing such material.
(7) 
Park an authorized vehicle which does not display the approved sticker issued by the Traffic Bureau in any of the aforesaid parking areas.

(8) 
Park in any area within the complex of the J.F.K. Civic Center, to include that area within the driveway area leading to Moody Street and to the rear of City Hall and the City Library that is posted as a "No Parking" area or as an area restricted to City vehicles.
B. 
Any violator of this section shall be issued a parking citation and shall be punished as provided in MGL c. 90, § 20A.
If any vehicle is found in violation of any provisions of this article and the identity of the driver cannot be determined, the owner or the person whose name is registered shall be held prima facie responsible for such violations.
Any vehicle found parked in violation of § 266-129 shall, under the direction of any police officer, be removed or towed, in addition to being tagged, as provided in § 266-129, to a convenient place, and the owner of such vehicle so removed or towed away shall be liable to pay the cost of such removal and storage, if any, as follows:
A. 
The removal or towing and storage fee shall conform to such schedule provided for by § 266-104 of this chapter.
B. 
The charges incurred for such removal or towing and storage shall be payable to the contracted towing firm before the owner of such vehicle shall be entitled to remove the same from the place of storage.
C. 
Contracts for towing firms shall be awarded as provided by §§ 266-105 and 266-106 of this chapter.
