An advisory Beautification Committee for the Township of Logan is hereby established. The committee shall be composed of seven members appointed by the Mayor and Council of the Township of Logan, all of whom shall be residents of the Township or business owner executives of businesses located in Logan township, except that no more than one member shall be a nonresident. The Council shall also appoint one of its own members as a nonvoting liaison to the Committee.
The Beautification Committee shall meet immediately after January 1 of each year for the purpose of reorganization. The agenda of this meeting shall include the election of officers, establishment of dates and places of meetings, adoption of bylaws or rules of procedure and such other business as it may properly come before the Beautification Committee at the annual reorganization meeting.
Terms of office of the first members of the Committee shall be three members appointed for one year, three members for two years and three members for three years to be designated by the Mayor and Council in making the appointments. Their successors shall be appointed for terms of three years. A vacancy on the Committee occurring otherwise than by expiration of the term shall be filled for the unexpired term in the same manner as an original appointment.
The Mayor and Council may remove any member of the Committee for cause, on written charges served upon the member and after a hearing thereon at which the member shall be entitled to be heard in person or by Counsel.
A. 
It is the responsibility of the Committee to advise the Mayor and Council of any items pertaining to maintenance of private and public properties; to make recommendations to the Mayor and Council to enhance and preserve the esthetics of the Township's private and public properties with the consent of Mayor and Council, to organize and engage in seasonal plantings on public properties, and to otherwise promote and maintain the esthetics of the Township. The Committee shall present an annual plan to the Mayor and Council with recommendations to enhance and preserve the esthetics of private and public properties.
B. 
The Mayor and Council shall have sole authority to implement the annual plan of the Beautification Committee. The Committee shall serve as advisor to the Mayor and Council with reference to the planned implementation.
C. 
Make recommendations to either Zoning Board of Adjustment or the Planning Board of the Township for such improvements of property concerning presently pending applications for development as may be in the best interest of the Township of Logan.
D. 
Make recommendations to the Mayor and Council concerning the abatement of any and all unsightly property conditions.
E. 
Make recommendations concerning property maintenance violations to the Construction Department and/or Zoning Officer of the Township of Logan.
F. 
Consult with the Department of Public Works and the Recreation Department concerning specific recommendations to upgrade and beautify Township property.
G. 
The Beautification Committee may be empowered to advertise, prepare, print and distribute pamphlets, brochures, maps, books or other reading material which are deemed necessary for the promotion of any programs, projects or activities under its authority.
H. 
Endeavor to stimulate participation by the various Township civic groups in the activities of the Beautification Committee as it relates to the improvement of the Township and its appearance.
I. 
To meet at least four times each year and forward minutes of its meetings to the Mayor and Council.
J. 
Any and all other duties and/or powers that may be regulated by the Mayor and Council of the Township of Logan.
The Township Committee may appropriate such sum in each year's current fund budget as may be determined by the governing body to be necessary for the purpose of the Beautification Committee. Should the Beautification Committee receive any gifts, donations or bequests, such funds shall be deposited in a trust fund account and shall not be utilized for any horticultural or landscaping projects without prior approval of the Mayor and Council of the Township of Logan. Dedicated funds shall be spent for the purposes for which the funds were received, in accordance with the Local Budget Law, N.J.S.A. 40A:4-1 et seq.
The Committee shall chose from its members a Chairman, Vice-Chairman, Treasurer and Secretary at the annual reorganization meeting of the Committee.
By February 1 of the year next, the Committee shall make an annual report to the Mayor and Council including all activities of the Committee in the proceeding year.
