There shall be a Department of Finance in the
Borough of South River under the supervision and control of the Chief
Financial Officer hereinafter created. The Chief Financial Officer
shall report directly to the Borough Administrator of the Borough
of South River. The Department of Finance shall exercise supervision
and control over the Deputy Director of Finance for Operations, Deputy
Director of Finance for Accounting, Chief Financial Officer, Tax Assessor,
Treasurer, Utility Collections and such other agencies, officers and
employees as may be designated from time to time by the Borough Council.
The governing body of the Borough of South River shall have oversight
authority with respect to the Department of Finance. The governing
body member who is the Chairman of the Finance Committee shall be
the liaison between the governing body and the Department of Finance.
