There is hereby created the position of Chief Financial Officer/Director of Finance/Treasurer within the Department of Finance with the Department of Finance in the Borough of South River.
The Chief Financial Officer shall be appointed pursuant to state statute and serve for a term of four years and until a successor shall have been appointed and qualified, subject to the provisions respecting tenure contained in N.J.S.A. 40A:9-140 et seq. No person shall serve in a capacity of Chief Financial Officer who is a member of the governing body.
A. 
The Chief Financial Officer shall be a certified municipal finance officer in accordance with the provisions of N.J.S.A. 40A:9-140.1 et seq.
B. 
The Chief Financial Officer should carry out the responsibilities as set forth under state statute, as specifically set forth under N.J.S.A. 52:27BB-26 et seq. In addition, the Chief Financial Officer/Director of Finance/Treasurer shall have the following responsibilities:
(1) 
Analyze budget requests.
(2) 
Determine amounts of money involved in proposed salary changes.
(3) 
Review all requisitions for appropriateness of expenditure of funds and follow-up on all questioned vouchers and requisitions.
(4) 
Authorize disbursement of funds.
(5) 
Review budget practices and perform research to make the budget a more meaningful document.
(6) 
Direct preparation of the budget.
(7) 
Assure adherence to contractual obligations.
(8) 
Assign and supervise the work of subordinates.
(9) 
Compile difficult and other statements and reports using basic data.
(10) 
Direct the preparation of annual financial statements and reports required by law or contracts.
(11) 
Conduct periodic studies to determine the effectiveness of current financial control methods.
(12) 
Direct all activities pertaining to the disbursement and collection of funds and the installation of a uniform system of accounts and accounting procedures.
(13) 
Develop and maintain an accounting system.
(14) 
Prepare annual debt statements according to law.
(15) 
Prepare supplemental debt statements according to local bond law and municipal bond ordinances.
(16) 
Administer municipal debt sale of bond anticipation notes and bonds, the preparation of necessary financial and statistical data and the bond sale prospectus.
(17) 
Prepare resolutions to transfer monies from one account to another.
(18) 
Prepare budget amendments.
(19) 
Work with data processing staff to revise or establish new operational procedures.
(20) 
May maintain a running analysis of accounts.
(21) 
Supervise and perform highly responsible accounting work involved in the installation, operation and auditing of accounts.
(22) 
Make difficult inspections of varied financial transactions and records to insure that regulations and accounting procedures are observed.
(23) 
Supervise the maintenance of essential accounting records and files.
(24) 
Manage the work operations and/or functional programs and have responsibility for employee evaluation and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees under his/her control.
(25) 
Be required to learn and utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
(26) 
Supervise and perform the work involved in preparation of varied financial reports and statements.
(27) 
Supervise and perform the work involved in negotiations of loan and bond sales.
(28) 
Assign suitable assignments and instructions to subordinates.
(29) 
Plan and install auditing and accounting systems and forms.
(30) 
Handle correspondence pertaining to Treasurer's Office.
(31) 
Prepare suitable reports containing findings, conclusions and recommendations.
(32) 
Answer inquiries of a technical nature.
(33) 
Direct the establishment and maintenance of extensive bookkeeping and other needed records and files.
(34) 
Any and all other responsibilities as assigned by the governing body of the Borough of South River.
A. 
The Chief Financial Officer shall be chosen on the following criteria:
(1) 
Possession of a current, valid certificate as municipal finance officer issued by the New Jersey Department of Community Affairs, Division of Local Government Services, or the ability to obtain the same within legally acceptable time limits.
(2) 
Education/experience: graduation from an accredited college with a bachelor's degree in accounting, budgeting, finance, economics or public or business administration or in lieu of the same, experience acceptable to the governing body of the Borough of South River.
(3) 
Experience: sufficient supervisory experience in functional area of financial management, such as accounting, budgeting, auditing or financial or fiscal analysis.
(4) 
In depth knowledge of the principles, methods and procedures used in budgeting, accounting, internal auditing, program evaluation and financial and managerial reporting.
(5) 
Knowledge of the laws, rules and regulations governing the installation, operation and keeping of accounts and their applications to specific situations.
(6) 
Knowledge of the preparation of involved and detailed accounting and other financial reports containing findings, conclusions and recommendations.
(7) 
Knowledge of modern governmental budgeting problems, practices and methods and their applications to specific situations.
(8) 
Ability to utilize principles, methods, techniques and systems of financial management along with the ability to plan, direct and coordinate difficult and complex financial programs.
(9) 
Ability to assist in developing, applying and adjusting financial plans and policies to obtain objectives.
(10) 
Ability to establish and maintain effective working relationships with all levels of management and to apply sound, independent judgment in the solution of financial problems and in the administration of financial programs.
(11) 
Ability to analyze complex financial problems and to make oral and written presentations in a clear concise manner.
(12) 
Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
B. 
The position of Chief Financial Officer shall be a full-time position, and compensation for the same shall be determined by the salary ordinances of the Borough of South River.
Political activity shall be controlled by Article X of Chapter 68, Personnel Regulations.
