The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.
No person, persons, firm, partnership or corporation shall, at any hour of the day or night, make mechanical repairs of any nature or description whatsoever to any motor vehicle while said motor vehicle is parked or standing on any public street, avenue, road or highway within the corporate limits of South River, New Jersey.

A. 
The parking of the following vehicles shall not be permitted on any street or highway within the Borough of South River, nor within any municipally owned or operated parking facility.

(1) 
All vehicles having three or more axles.
(2) 
A-1 trucks and trailers, loaded or unloaded.
(3) 
Buses and other commercial vehicles with linear measurements greater than any one of the following:
(a) 
Twenty feet in length.
(b) 
Seven feet in width, excluding rearview mirrors.
(c) 
Eight feet in height, excluding radio antenna.
(4) 
All cabs or tractors capable of pulling a trailer.
(5) 
Commercial tow trucks.
(6) 
Trailers intended or used for dwelling space, offices, storage or any other residential, commercial or industrial purposes.
(7) 
Trailers, boat trailers, camp cars, campers or equivalent vehicles, whether self-propelled or otherwise, used or intended for use as a conveyance upon public streets or highways and whether or not designed, constructed or reconstructed or added to by means of accessories, sheds or tents in such manner as to permit the occupancy thereof as a dwelling or sleeping place for one or more persons or having no foundation other than wheels, jacks or skirtings so arranged as to be integral with or portable by said trailer, boat trailer, camp car, camper or equivalent vehicle.
(8) 
All vehicles having a registered gross weight of four tons or over.
B. 
The foregoing parking restrictions shall not be applicable to the following:
(1) 
Vehicles in the course of making deliveries requested by an adjacent resident.
(2) 
Vehicles used in conjunction with the rendering of necessary services requested by an adjacent resident during such times as said necessary services are actually being rendered.
(3) 
Vehicles utilized for maintenance or repair of public utilities or other construction within the public right-of-way during such times as said maintenance, repairs or construction are in progress.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I (§ 193-30), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule II (§ 193-31) of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in said Schedule II, attached to and made a part of this chapter.

When signs are erected giving notice thereof, no person shall park or stand a vehicle at any time in a handicap zone upon any of the streets or parts of streets described in Schedule IIA (§ 193-31.1), attached to and made a part of this chapter, except persons who have been issued special vehicle identification cards by the Division of Motor Vehicles pursuant to the provisions of N.J.S.A. 39:4-206 when using a motor vehicle on which is displayed a certificate for which a special vehicle identification card has been issued, pursuant to N.J.S.A. 39:4-206.
No person shall stop or stand a vehicle during the times specified in Schedule III (§ 193-32) of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in said Schedule III, attached to and made a part of this chapter.

When signs are erected giving notice thereof, no person shall stand a vehicle at any time upon any of the streets or parts of streets described in Schedule IIIA (§ 193-32.1), attached to and made a part of this chapter.

The streets specified in Scheduled XXI shall be closed during the times set forth therein on all school days to any through traffic with the exception of school buses that are picking up and/or discharging students. At all times during the pickup and discharge of students, all bus drivers shall remain with their respective buses during the times set forth herein and shall utilize all appropriate safety items and lights regulating the pickup and discharge of students for the benefit and safety of the same.
A. 
No person shall park a vehicle for longer than the time limit shown in Schedule IV (§ 193-33) at any time between the hours listed in said Schedule IV of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in Schedule IV, attached to and made a part of this chapter.
B. 
Parking time limited. All on-street parking meters shall allow a person to park a vehicle for a maximum of two hours. If any such person shall park a vehicle for longer than this maximum time allowed, said individuals shall be in violation of this section and receive the fines for parking violations hereinafter set forth.

C. 
Hours of operation. All on-street parking meters shall be considered in operation and thereby require deposit of coins for on-street parking from the hours of 9:00 a.m. to 6:00 p.m., Monday through Saturday.

A. 
Fines for parking violations within the Borough are hereby fixed as follows:
(1) 
Prohibited parking areas: $10.
(2) 
Overtime parking: $10.
(3) 
Other violations: $10.
B. 
Said fines set forth above are exclusive of any mandatory state assessments which have been established or which may be established in the future including but not limited to the mandatory automated traffic system surcharge $2.50, mandatory bullet-proof vest fund surcharge $1 and mandatory spinal cord injury fund surcharge $1.
C. 
In addition to the foregoing fines, the Municipal Court, in its discretion, may impose court costs consistent with those permissible in Municipal Court.

A. 
Designation of restricted streets.
(1) 
Whenever the governing body of the Borough of South River shall determine that certain streets exclusively or primarily servicing residential land uses, or portion of such streets, are being used for parking by the operators of vehicles, which operators do not reside on said street and that the average number of such vehicles parking in such manner is in excess of 20% of the number of parking spaces on said streets, then the governing body may determine that parking shall be prohibited on said street or portion of said street except by permit, as hereinafter provided, during the hours when the above-stated conditions have been found to exist on those streets or portions affected thereby as established by such determination.
(2) 
In such cases, the Chief of Police shall cause appropriate signs to be posted on those streets or portions thereof effecting prohibiting all parking thereon during the hours when the above-stated conditions have been found to exist, except parking by the holders of permits, to be granted only under the following terms and conditions:
(a) 
To registered drivers who are residents on any street or portion thereof upon which parking is so restricted, for every vehicle owned, leased or operated by such registered driver and registered in the State of New Jersey.
(b) 
To persons who are visitors of any persons who are residents of any street or portion thereof upon which parking is so restricted, subject to the provision, however, that not more than one such permit shall be issued and outstanding at any one time for the use of visitors of any one dwelling unit on any said street or portion thereof upon which parking is so restricted. Said visitor parking permit shall not be transferable.
(c) 
To persons who do business with any persons who are residents on any street or portion thereof upon which parking is so restricted, subject to the provision, however, that the parking prohibitions and restrictions of this chapter shall not apply to service or delivery vehicles which are being used to make service calls or deliveries.
(d) 
To registered drivers who are residents of any dwelling whose side yard abuts any street or portion thereof which parking is so restricted, for every vehicle owned, leased or operated by such registered driver and registered in the State of New Jersey.

(3) 
On the application of any person who resides on any said street upon which parking is so restricted, the Chief of Police, or his designee, may issue permits, to be valid for only one day and for no more than eight hours on that day, upon a showing by such person that, during the hours for which any such permit is to be issued such person's residence will be used in such a way as to be consistent with its residential character and with municipal ordinances and regulations restricting the use thereof to residential purposes and that visitors to such person's residence shall not be able to park in the immediate vicinity thereof without violating the restrictions imposed by this chapter. If the Chief of Police shall approve such application and further find that the issuance of any such requested permits will not unduly impair traffic safety during the time of their validity, he shall issue such permit and may limit the street or portions of streets for which they shall be valid. The total number of such permits issued shall not at any time exceed 35% of the total number of parking spaces on any street or portion thereof for which such permits are valid.
(4) 
Pursuant to the provisions of this chapter and based upon the findings of the Chief of Police or his designee, made in accordance therewith, no person who does not hold a parking permit issued in accordance with the terms of this chapter shall park any vehicle on the streets or portions thereof as set forth in § 193-33.1, Schedule IVA: Residential Permit Parking, in the Borough of South River seven days a week, 24 hours per day.
B. 
Application for permit.
(1) 
Applications for parking permits under this chapter shall be made in writing to the Chief of Police, or his designee, upon such forms as to be provided.
(2) 
An applicant for a parking permit under this chapter shall show to the Chief of Police, or his designee, satisfactory evidence that he fulfills all the conditions required for the issuance of such permit. Whenever such conditions no longer exist, any person holding such permit shall surrender the same to the Chief of Police, or his designee. It shall be unlawful for any person to represent that he or she is entitled to a permit hereunder when he or she is not so entitled, to fail to surrender a permit to which he or she is no longer entitled or to park a vehicle displaying such permit at any time when the holder of such permit is not entitled to hold it.
C. 
Exceptions. Where determined by the governing body of the Borough of South River, there may be exceptions to the residential permit parking regulations. Such exceptions may allow but not be limited to suspension of the residential permit parking regulations for a specified period of time due to extraordinary conditions which may exist in said areas either on a daily or occasional basis.
D. 
Violations and penalties. Any person who violates any provision of this chapter shall, upon conviction thereof, be punished by a fine not exceeding $100. A separate offense shall be deemed committed on each day in which a new violation occurs or continues.
