As used in this chapter, the following terms shall have the meaning indicated:
SKATEBOARD
A platform or other board which is mounted on wheels or a board with roller-skate wheels or other similar wheels affixed to the underside, having no other mechanism or other device with which to steer or control the direction or movement thereof while being used, operated or ridden.
It shall be unlawful for any person or persons to ride or operate a skateboard upon any sidewalk adjacent to property owned by the South River Board of Education or upon any property owned or operated by the South River Board of Education, including but not limited to sidewalks, parking lot areas, fields and/or steps.
A. 
Persons riding or operating skateboards shall comply with the traffic laws of the State of New Jersey, the traffic ordinances of the Borough of South River and such other rules and regulations as may be adopted from time to time by the governing body of the Borough of South River.
B. 
The above regulations shall not apply on paths or parts of roadways or parks set aside for the exclusive use of skateboards.
C. 
No person riding upon a skateboard shall attach him or herself to any bicycle or motor vehicle.
D. 
Any persons riding a skateboard upon an allowed area shall yield the right-of-way to any pedestrians.
A. 
Any person under the age of 18 years of age who violates any of the provisions of this chapter shall have his or her skateboard impounded; said skateboard shall only be released to the parent or guardian of said minor, upon issuance of a warning as to the effect of this chapter.
B. 
Any person under the age of 18 years of age who shall be convicted of a second offense shall, in addition to having his/her parents or guardians contacted with respect to said offense, forfeit the skateboard to the Borough of South River.
C. 
Any person 18 years of age or older violating any of the provisions of this chapter may be subject to the penalties provided in Chapter 1, Article I, General Penalty.
It shall be the duty of the Borough of South River Police Department to enforce the provisions of this chapter.
