No ordinance shall be introduced accepting any
street or road unless the same has been surveyed by the Borough Engineer
and the lines thereof by him have been fully described and fixed by
monument; unless said street or road shall be at least 50 feet in
width through its entire length; unless said street or road is well
rounded and shaped and in good condition for the safe and easy use
of the traveling public; unless the lines of the sidewalks are well
defined and the sidewalks are well formed and shaped; unless the street
or road is well guttered and drained and unless the right of naming
the street or road is absolutely reserved to the Borough.
Immediately upon the presentation to the Council of the proposed dedication to public use of any street or road, such proposed dedication shall be at once referred to the Committee on Streets and Roads which shall investigate the conditions, and unless the Committee reports and certifies that all the prerequisites set forth in § 289-1 of this article have been complied with, such proposed dedication shall be rejected.
