The owners, managers, agents or occupiers of premises or tenements, or vacant lots owned by them, under their charge or occupied by them, shall keep the sidewalks and gutters in the public highway adjacent to the property owned, controlled or occupied by them swept and clear of mud, dirt and filth.

A. 
The owners, managers, agents and/or occupants of all premises and tenements within the Borough of South River shall, within 24 hours of the cessation of any fall of snow or formation of ice, remove all snow and ice from the sidewalks, including handicapped access ramps and fire hydrants, adjacent to said premises. Ice which is so frozen as to make removal impractical shall either be treated with rock salt or other chemicals which will thaw it sufficiently to permit removal or be thoroughly covered with sand, ashes or cinders.

C. 
The obligations imposed by this section shall be suspended during any period in which the Governor of the State of New Jersey or the Mayor of the Borough of South River shall declare a state of snow emergency.

It shall be the duty of the police and Code Enforcement Officer to enforce the provisions of this article.
Any person violating any of the provisions of this article shall, upon conviction thereof, be subject to the penalties provided in Chapter 1, Article I, General Penalty, in the discretion of the court.
