The tennis courts in Divine Park and in Marucci Park are solely for the use of the residents of the Borough of Spring Lake. The Chairman of the Recreation Committee, the officers of the Police Department of the Borough and other authorized personnel of the Borough may demand at any time proof of such residency as a condition precedent to the use of the aforesaid tennis courts by any person or persons.
The tennis courts in Divine Park and in Marucci Park may be used by the residents of the Borough who purchase prior to the use thereof a tennis court card. The tennis court card shall be issued in accordance with the following provisions:
A. 
Residents only may purchase a tennis court card, and proof of such residency shall be required.
B. 
The cost of a tennis court card shall be the sum of $10, which shall entitle the holder thereof to the use of the aforesaid tennis courts for one hour of play on 10 separate but not consecutive hours and subject further to the availability of a tennis court for play. In addition, if a resident wishes to purchase only an hourly permit, he may do so at the cost of $1 per hour.
C. 
The tennis court card shall be issued annually for the period commencing on the Saturday preceding Memorial Day and terminating on Labor Day.
D. 
Persons under 14 years of age shall not be required to obtain a tennis court card.
E. 
A tennis court card may be used by the holder thereof and by any member of his or her family, except that it may not be used by the same family for two or more consecutive hours.
F. 
The purchase of a tennis court card shall not entitle the holder thereof to the use of a tennis court without the necessity of making a prior reservation thereof at the police headquarters or at any other designated place.
G. 
At the time of the reservation of a tennis court, the person reserving the aforesaid tennis court shall present his or her tennis court card, and the person issuing the reservation slip shall also punch the appropriate box on the tennis court card.
H. 
No refund shall be made for a tennis court card which has not been used completely by Labor Day of each year.
I. 
A new tennis court card may be issued to a resident upon the complete use of a prior tennis court card.
J. 
A tennis court card shall not be required for the use of the aforesaid tennis courts from the day after Labor Day in each year until the Friday prior to Memorial Day in each year, except that a reservation slip must be obtained in order to guarantee the use thereof.
The Chairman of the Recreation Commission is authorized to prepare in writing reasonable rules and regulations for the use and maintenance of the tennis courts. The rules and regulations shall be available upon request by any resident of Spring Lake and further, pertinent excerpts of such rules and regulations shall be posted conspicuously at the tennis courts in Divine Park and in Marucci Park.
Every person, firm, association, organization or corporation violating any provisions of this article or any regulations adopted pursuant thereto shall, upon conviction, be liable to the penalty stated in Chapter 1, Article II, General Penalty.
