All water and sewer service connections between the street mains and the curblines in the Borough shall hereafter be made by the Borough Superintendent or his authorized agent.
The phrase "sewer service connections," as used in this article is intended to apply not any to connections to the sanitary sewer system of the Borough of Spring Lake but also to connections to the storm sewer system of the Borough of Spring Lake.

A. 
All applications for water or sewer service connections shall be made to the Borough Clerk or other authorized officer of the Borough of Spring Lake upon blank forms furnished by the Borough Clerk or other authorized officer of the Borough, and the same shall be accompanied by a fee in accordance with the following schedule:
(1) 
For each new sanitary sewer service connection: the sum of $2,500.

(2) 
For each replacement of a present sanitary sewer service connection: the sum of $2,500.

(3) 
For each cutoff of a present sanitary sewer service connection: the sum of $300.
(4) 
The fee to discontinue water service up to a two-inch connection shall be $300; where the service is larger than a two-inch connection, the charge shall be the actual cost to the Borough but not less than $1,000.
(5) 
For each new connection or replacement of a connection to the stormwater system up to six inches, the fee will be a sum of $300. For any connection to the stormwater system in excess of six inches, the fee will be determined by the Borough Water Superintendent and based upon the costs involved in making the connection.
B. 
All sewer and water service connection permits must be obtained prior to the issuance of a building permit, but the issuance of such a sewer and water connection permit shall be subject to the provisions of Chapter 225, Land Development, so that the issuance thereof shall give no guaranty that a building permit will be issued.
Hereafter it shall be unlawful for anyone except the Borough Superintendent or his authorized agent to tap the water or sewer mains or make any water or sewer connections in this Borough.
Every person, firm, association, organization or corporation violating any provisions of this article shall, upon conviction, be liable to the penalty stated in Chapter 1, Article II, General Penalty.
