There is created hereby the "Water and Sewer Utility of the Borough of Spring Lake." The authority for consolidation of the water and sewer utilities into one utility may be found in N.J.S.A. 40:62-106. Such municipal utility shall have all the powers, rights and obligations as provided for in the New Jersey statutes.
The annual sewer user fee shall be the sum of $175 per annum due in quarterly installments.
A structure in the Borough of Spring Lake which furnishes its own water from a private well but which discharges its sewage and other wastewater into the sanitary sewer system of the Borough of Spring Lake shall provide a location suitable for the installation of a water meter provided by the Water Utility to measure the sewage and other wastewater entering into the sanitary sewer system. The Water and Sewer Utility Department of the Borough of Spring Lake shall make the installation of the meter at the appropriate location.

Every person, firm, association, organization or corporation violating any provisions of this article shall, upon conviction, be liable to the penalty stated in Chapter 1, Article II, General Penalty.
