There is hereby created and established, as of this date, a Planning Commission in accordance with the Pennsylvania Municipalities Planning Code,[1] which Commission shall consist of five members, all of whom shall reside within the Borough of West Conshohocken.

A citizen member shall be a resident of the Borough of West Conshohocken.
The term of each member of the Commission shall be for four years or until his successor is appointed and qualified, except that the terms of the members first appointed pursuant to this chapter shall be fixed so that no more than two shall be reappointed or replaced during any future calendar year.
The powers and duties of the said Planning Commission shall be such as are in accordance with the provisions of the Pennsylvania Municipalities Planning Code, Act of 1968, July 31, P.L. No. 247, 53 P.S. § 10101 et seq., particularly 53 P.S. § 10209.1.

The Planning Commission may consist of one alternate member who shall serve on the Planning Commission in the event of absence, recusal, disqualification, or any other reason, of a member. The alternate member shall be appointed by resolution of the Council for the Borough of West Conshohocken and shall be a resident of the Borough in accordance with the Pennsylvania Municipalities Planning Code, 53 P.S. § 10203. The term of office of an alternate member shall be for four years.

Each member shall be entitled to one vote.
B. 
If a quorum is present, a simple majority of the votes cast on any particular matter of business will carry the issue.
C. 
A motion from the floor must be made and passed in order to table any item on the agenda.
D. 
A motion from the floor must be made and passed in order to make a recommended action on any item on the agenda.

A. 
The Officers of the Planning Commission shall consist of a Chairman and Vice Chairman.
B. 
The Chairman shall preside at all meetings and hearings of the Planning Commission and shall have the duties normally conferred by parliamentary usage on such officers.
C. 
In the absence of the Chairman, the Vice Chairman shall preside at the meetings and hearings of the Planning Commission and shall have the duties normally conferred by parliamentary usage on such officers.

A. 
An annual organization meeting shall be held during the first regular meeting in January or at a special meeting following the organization meeting of the governing body.
B. 
Nomination shall be made from the floor at the annual organization meeting and election of the officers specified in § 20-7A shall follow immediately thereafter.
C. 
A candidate receiving a majority vote of the entire membership of the Planning Commission shall be declared elected, and shall serve for one year or until his successor shall take office.
D. 
Vacancies in office shall be filled immediately by regular election procedure.

A. 
Public notice shall be published of all meetings.
B. 
Regular meetings will be held on the first Thursday of each month at 7:00 p.m. at Borough Hall, 112 Ford Street, West Conshohocken, Pennsylvania. In the event of conflict with holidays or other events, a majority at any meeting may change the date of said meeting.
C. 
A quorum shall consist of three members. A quorum is necessary to transact business.
D. 
The Municipal Clerk designated by the Borough Manager shall keep the minutes and records of the Commission, and with the assistance of such staff as is available, shall prepare the agenda of regular and special meetings under the direction of the Chairman, provide notice of all meetings to Commission members, arrange proper and legal notice of hearings, attend to correspondence of the Commission, and such other duties as are normally carried out by a Municipal Clerk.
E. 
Special meetings may be called by the Chairman. It shall be the duty of the Chairman to call a special meeting when requested to do so by a majority of members of the Commission. The Municipal Clerk shall notify all members of the Commission not less than 24 hours in advance of such special meeting and provide notice to the public as required by the Sunshine Act, Act 94 of 1986, as amended, 65 Pa.C.S.A. § 701 et seq.
F. 
All meetings shall be conducted in conformance with the requirements of the Sunshine Act. All meetings shall be open to the general public. Any person attending a meeting shall have the right to use recording devices to record all proceedings. Use of devices such as audio, video, or other recording equipment shall be subject to state rules and regulations.
