This article shall be known and may be cited as the "Parking Committee Ordinance."
This is an ordinance to establish a Parking Committee to function in an advisory capacity to the City Commission on all matters affecting public parking in the Central Business District (CBD) of the City of Royal Oak.
In order to carry out the purposes of this article, there is hereby created a Parking Committee.
The Downtown Development Authority shall assume the role as the Parking Committee for the City of Royal Oak.[1]

The business that the Committee may perform shall be conducted at a public meeting in compliance with the State Open Meetings Act.[1] A meeting agenda shall be part of the notice. A writing prepared, owned, used, in the possession of, or retained by the Committee in the performance of an official function shall be made available to the public in compliance with the State Freedom of Information Act.[2]

The Committee will make policy recommendations by formal resolution to the City Commission on parking issues in the CBD. Such policy recommendations shall include, but are not limited to, the periodic review of meter rates and times; an assessment of the parking situation in the CBD to ensure the needs of citizens, patrons and business owners are addressed; initiating and/or reviewing studies, needs assessments or special reports. The Committee shall provide a public comment period at their regular meetings to receive citizens' concerns on parking-related issues.
City staff, under the direction of the City Manager's office, including but not limited to the City Parking Supervisor, the Police Department, the Engineering Department, and the Planning Department, shall be responsible for administrative functions, daily operations and oversight of parking issues in the City of Royal Oak. Staff will meet periodically to discuss these issues. Staff shall also regularly attend Downtown Development Authority (DDA) meetings to give reports on the implementation of policy recommendations made by the DDA and approved by the City Commission.
