There shall be a Fire Department in the City of Royal Oak, under supervision of the City Manager, consisting of a Chief and such number of firemen as may be deemed necessary by the City Manager.
The firemen shall be appointed by the City Manager, and the City Manager may appoint from among their number a Captain and a Lieutenant.
The Captain and Lieutenant of the Fire Department shall assist the Chief of the Fire Department and the City Manager in establishing and maintaining discipline and efficiency, and the Captain shall, in case of the absence or disability of the Chief, succeed to his authority and be charged with his duties. In the absence of the Chief and the Captain, the Lieutenant shall have charge of and be responsible for the care, maintenance, efficiency and discipline of the Fire Department. All officers of the Fire Department shall be responsible for all matters pertaining to said Fire Department to the City Manager.
The City Manager shall have the entire control and supervision of the Fire Department and the care and custody of all fire apparatus and the property of the City belonging to the Fire Department. He shall have the power and authority to enforce such rules in the Department and rules relating thereto as shall be established and approved by the City Commission.

Hereafter, no fire fighter in the employ of the Royal Oak Fire Department who is engaged in fire fighting or subject to the hazards thereof shall be required to be on duty in such employment more than 24 consecutive hours out of any forty-eight-hour period; provided that all such firemen shall be entitled to an additional 24 consecutive hours off duty in every six-day period, thus requiring such fire fighter to work not more than an average of 56 hours per week.
