It shall be unlawful for any person, firm or corporation, by himself or another, to lock or tie the wings of any chicken, turkey, goose, duck or other domestic fowl for the purpose of weighing or handling or cause the same to be done.
It shall be unlawful for any person, firm, or corporation to overcrowd in any crate, box or other receptacle rabbits, domestic fowl or poultry or to fail to provide proper food, water, shelter, or sanitation for the same.
It shall be unlawful for any person, firm or corporation, by himself or another, to sell, or offer for sale, barter or give away baby chicks, rabbits, ducklings, or other fowls as pets or novelties, whether or not dyed, colored or otherwise artificially treated. This article shall not be construed to prohibit the display or sale of natural chicks or ducklings in proper brooder facilities by hatcheries or stores engaged in the business of selling the same to be raised for commercial purposes.
In the case of any violation of this article, it shall be the duty of any fully appointed humane officer, peace officer, sheriff or health officer to seize such fowl or pets and provide the necessary care and attention, and such fowl or pets shall not be returned until all expenses for such care and attention shall have been paid.

Any person, firm or corporation violating any of the provisions of this article shall, upon conviction thereof, be subjected to a fine not exceeding the sum of $500 or imprisonment for a period not exceeding 90 days, or both such fine and imprisonment in the discretion of the court.
