A. 
The parking of vehicles on East Lake Road, North Lake Road and West Lake Road in the Town of Cazenovia, including the shoulders of these highways, during the months from the 15th day of November each year to the 15th day of April of the following year, is hereby prohibited.
B. 
This prohibition shall apply to that portion of East Lake Road from the Village of Cazenovia line north to North Lake Road and to that portion of North Lake Road between East Lake Road and West Lake Road and to that portion of West Lake Road from North Lake Road to Route 92.
As used in this article, the following terms shall have the meanings indicated:
SHOULDER
The improved portion of a highway contiguous with the roadway as defined in New York Vehicle and Traffic Law § 143-a.
Any vehicle parked in violation of this article may be towed, at the direction of a peace officer, by any towing service authorized by the Town of Cazenovia to an area or place for storage of vehicles until a reasonable charge is paid by the owner to the towing service and, if applicable, to the storage facility to recover the cost of towing and storage.

A violation of this article shall be punishable as provided in Article V, Enforcement, of this chapter.
This article shall be effective as provided by law but not until signs announcing the law are posted at the intersection of the Village line with West Lake Road, at the intersection of East Lake Road and North Lake Road, at the intersection of North Lake Road and West Lake Road and at the intersection of West Lake Road and Route 92.
