In order to facilitate the locating of buildings along the various roadways and other public rights-of-way by fire, police and other emergency services, the Village Board does hereby deem the enumeration of all buildings to be of major importance for all village residents. In order to effectuate the efficient and accurate enumeration of buildings, the Village Board hereby enacts this chapter.
All buildings in the Village of Elmira Heights now existing and those hereafter constructed shall have displayed either upon said building or upon an acceptable freestanding display post or similar fixture located within the front yard of said building a uniquely assigned number that identifies said building's location on a given roadway.
The Code Enforcement Officer for the Village of Elmira Heights shall be responsible for the assignment of a unique number to any building currently without a number and for any building hereafter constructed. Said number shall be assigned to a new construction prior to the issuance of a certificate of occupancy.
The figure or figures comprising the number to be displayed on a building shall be:
A. 
In Arabic numerals of a color that provides sharp contrast to the immediate background.
B. 
A minimum of three inches in height.
C. 
Unobstructed from view from the center of the roadway at all times between sunrise and sunset.
D. 
Sufficiently reflective or illuminated so as to be visible from the center of the roadway at night.
It shall be the duty of every owner, trustee, lessee, agent or occupant of each and every existing building to comply with the provisions of this chapter within 60 days from the date of its enactment. For any new construction, this chapter must be complied with prior to the issuance of a certificate of occupancy.
The Code Enforcement Officer of the Village of Elmira Heights shall be responsible for the enforcement of the provisions of this chapter.
A. 
Any person, corporation or partnership who or which, by refusal or neglect, fails to display the proper number for 60 days following receipt of a notice to comply from the Code Enforcement Officer shall be deemed in violation and subject to the penalties provided herein.
B. 
The Code Enforcement Officer shall deliver said notice to comply by personal delivery or by mailing a copy thereof to the building owner's last known address.
After continued failure to comply and a violation is found, the Code Enforcement Officer may cause the building to be properly numbered and shall order the cost of such numbering to be assessed against said premises and included in the next assessment roll.
Any person who violates any provision of this chapter shall, upon conviction therefor, be punishable as provided in Chapter 1, General Provisions, Article II, General Penalty.
