The Village of Fishkill Police Department be and the same is hereby established and shall consist of such officers and employees as shall from time to time be authorized by the Board of Trustees.
The position of the office of Chief Police Administrator of the Police Department of the Village of Fishkill is hereby created with the following qualifications, powers and duties:
A. 
The Chief Administrator of the Police Department shall be appointed by and serve at the pleasure of the Board of Trustees of the Village of Fishkill.
B. 
The Chief Administrator of the Police Department shall be a citizen of the United States and a resident of the Town or Village of Fishkill, Dutchess County, New York; shall be in good health; shall have had at least four years experience on a police force, either as a full-time or part-time policeman; shall be not more than 60 years of age at the time of his appointment; and shall be a graduate of a municipal police officers' training school or equivalent.

C. 
The Chief Administrator of the Police Department is empowered and authorized to hire all members of the Police Department of the Village of Fishkill, both full-time and part-time, as the same shall be authorized by the Board of Trustees, and shall be empowered and authorized to set rules and regulations governing the operation of his Department and concerning the conduct and discipline of Village policemen.

The position of civilian patrol officer of the Police Department of the Village of Fishkill is hereby created with the following powers and duties:
A. 
Civilian patrol officers shall be civilian members of the Police Department, responsible for performing routine but important tasks that do not require a regular police officer. Civilian patrol officers shall be appointed by the Board of Trustees of the Village of Fishkill. Such officers shall be unarmed and shall work under the supervision of the Village Police Department administrative staff.
B. 
Civilian patrol officers are authorized and empowered to enforce the laws of the Village of Fishkill and laws of the State of New York pertaining to parking violations. For this purpose, they are authorized to issue and serve legal process as defined by the laws of the state for violations of parking laws, including the authority to issue and serve appearance tickets, as defined by the Criminal Procedure Law.
C. 
The duties of civilian patrol officers shall include but not be limited to the following:
(1) 
Direct and route traffic.
(2) 
Patrol parking areas and issue tickets to enforce all standing traffic laws.
(3) 
Maintain order in crowds and attend parades and other public gatherings.
(4) 
Assist children, the elderly and others in crossing high traffic areas.
(5) 
Maintain a lookout for irregular occurrences such as trespassers or fires.
(6) 
Answer questions for and direct the public.
(7) 
File reports on activities, or appear in court, regarding the issuance of tickets.
(8) 
Perform miscellaneous duties, as may be assigned by the Village Police Department.
