In any municipal parking lot, it shall be prohibited for:
A. 
Any vehicle to be parked for longer than the posted time.
B. 
Any vehicle to be operated in excess of the posted speed.
C. 
Any oversized vehicle to be parked or loaded, with the exception of the rear loading dock of the Harrison Municipal Building.
D. 
Any vehicle to be parked other than in a marked parking space where such parking spaces have been provided.
E. 
Any person to disobey, or any vehicle to be parked or utilized contrary to, any instructions or directions contained in any sign or other traffic control device duly posted or erected by the Village or given by any police officer or other person duly empowered to regulate traffic.
F. 
Any vehicle to be parked longer than 24 hours, Sundays and holidays excluded.
The following municipal parking lots in the Village, as well as the time limits therefor, are hereby established:
A. 
Station Lot IV (westbound): the premises in the Village bounded on the south by the tracks of the Metro-North Commuter Railroad, on the north by Calvert Street, Heineman Place and Sunnyside Avenue, and on the west by the property known as Block 121, Lot 17, as shown on the Tax Assessment Map of the Village, and on the east by Macy Road in the City of Rye. Said parking lot is located in Block 181, Lot 20, and Block 121, Lot 50, as shown on the Tax Assessment Map of the Village of Harrison. No person shall park any vehicle in this lot between the hours of 7:00 a.m. and 5:00 p.m. prevailing local time on any day except for Saturdays, Sundays and holidays, without having been issued and properly displaying a permit for said vehicle to park therein.
B. 
Senior Citizen Center Parking Lot adjacent to the Senior Citizen Center on 218 Halstead Avenue: Parking shall be from 8:00 a.m. to 6:00 p.m., with a time limit of two hours, Monday through Saturday.
C. 
Leo Mintzer Center Parking Lot:
(1) 
Parking shall be for residents only from 12:00 midnight to 8:00 a.m.
(2) 
Parking shall be from 9:00 a.m. to 6:00 p.m., with a time limit of two hours.
D. 
Silver Lake Lot: the premises in the Village bounded on the east by the Boulevard, on the north opposite Hancock Street, on the south opposite Grant Street and on the west by County Road 32b (also known as "Veterans Memorial Drive"). Said lot is known as Block 920, Lot 1, as shown on the Tax Assessment Map of the Village. The spaces in this lot are available to the public for a period not to exceed three hours, during the hours of 8:00 a.m. and 6:00 p.m., Mondays through Saturdays, except holidays. Vehicles displaying current Village parking permits for this lot are exempt from this limit.
E. 
Park Avenue Lot: the premises in the Village bounded on the south by Park Avenue, on the east by Purdy Street, on the west by Harrison Avenue and on the north by the premises known as Block 134, Lots 11 and 21. Said lot is known as Block 134, Lot 12, as shown on the Tax Assessment Map of the Village. There is a two-hour parking limit for cars without current Village parking permits for this lot. The regulations for this lot are not in effect on Saturdays, Sundays or holidays, or after 7:00 p.m.
F. 
Harrison Avenue Lot: the premises located in the Village bounded on the east by Harrison Avenue, formerly the site of the Town House, 226 Harrison Avenue. Said lot is known as Block 131, Lots 36 and 37, on the Tax Assessment Map of the Village. The time limit for this lot is one hour between the hours of 8:00 a.m. and 6:00 p.m.
G. 
Underhill Avenue Lot: the premises in the Village bounded on the west by Underhill Avenue and on the north by Madison Street. Said lot is known as Block 842, Lot 27, on the Tax Assessment Map of the Village. The spaces in this lot are available for public parking between the hours of 8:00 a.m. and 6:00 p.m., Monday through Saturday (Sundays and holidays excluded) for a period not to exceed two hours.
H. 
Library Lot: the premises in the Village bounded on the west by Bruce Avenue and located adjacent to the Harrison Public Library building. Said lot is located in Block 243, Lot 5 (5 and 10), on the Tax Assessment Map of the Village. The time limit for this lot is two hours.
I. 
Fire House Lot: the premises in the Village bounded on the north by Fremont Street, on the east by the firehouse located at 206 Harrison Avenue, which serves Fire District No. 2, on the south by Park Avenue, and on the west by the premises known as Block 132, Lot 60, as shown on the Tax Assessment Map of the Village. Said lot is known as Block 132, Lot 20, as shown on the Tax Assessment Map of the Village.
(1) 
The following spaces shall be reserved exclusively for the parking of vehicles engaged in official firehouse business only; said vehicles must have appropriate Fire Department emblems conspicuously displayed:
(a) 
Those 10 designated parking spaces immediately contiguous to the rear of such firehouse.
(b) 
Those 10 designated parking spaces contained in the center aisle of such parking lot.
(2) 
The remaining parking spaces contained in such parking lot shall be available for public parking during the hours of 9:00 a.m. and 6:00 p.m. on any day of the week, for a period not to exceed two hours.
A. 
Beginning Monday, March 19, 2012, the Town/Village of Harrison will provide designated parking spaces for 20 commercial vehicles, in the westbound commuter parking lot adjacent to Calvert Street, from 7:00 p.m. to 7:00 a.m. daily, including weekends and holidays.
B. 
The fee will be $150 per commercial vehicle, per month. Payment is due in cash or check payable at the Harrison Town Clerk's office.
C. 
The commercial vehicle along with the driver's license must be registered to the Harrison address.
D. 
An indemnification agreement shall be signed.
E. 
The Town/Village of Harrison has the right to tow.
No vehicle shall be parked in the Purchase Fire House parking lot, or on the ramp thereof, between the hours of 5:00 p.m. and 9:00 a.m., unless such vehicle shall display an official Fire Department sticker.
The following named and described areas, highways or portions thereof, and such other areas as may hereafter be included in this section by amendment hereto, lying within the Village, shall constitute the parking meter zones:
A. 
That portion of Station Lot I located west of the center dividing island (opposite Purdy Street), in said lot as described in § 38-28 of this chapter.
B. 
Station Lot II, as described in § 38-28 of this chapter.
C. 
Station Lot III as described in § 38-28 of this chapter.
The following named and described areas, highways or portions thereof, and such other areas as may hereafter be included in this section by amendment hereto, lying within the Village, shall constitute the parking permit zones:
A. 
Station Lot IV, as described in § 38-28 of this chapter.
B. 
Silver Lake Lot, as described in § 38-28 of this chapter.
C. 
Park Avenue Lot, as described in § 38-28 of this chapter.
The Chief of Police is hereby directed and authorized to mark off individual parking spaces in the parking zones designated and described in §§ 38-28, 38-30, and 38-31, and in such other zones as may hereafter be established, said parking spaces to be designated by lines painted or durably marked on the curbing or surface of the street. At each space so marked off, it shall be unlawful to park any vehicle in such a way that said vehicle shall not be entirely within the space so designated.

In the parking meter zones described herein, the Chief of Police shall cause parking meters to be installed upon the curb or sidewalk immediately adjacent to the parking spaces designated as provided in § 38-30, said meters to be placed not more than two feet from the curb, not more than four feet from the front line of the parking space. The Chief of Police shall be responsible for the regulation, control, operation, maintenance and use of such parking meters. Each meter shall be so set as to display a signal showing legal parking upon the deposit of appropriate coins for a period of time described in this chapter. Each meter shall be so arranged that upon the expiration of the lawful time limit it will indicate by a visible signal that the parking period has expired, and in such cases the right of such vehicle to park in such space shall cease and the owner or operator thereof shall be subject to the penalties herein provided.
A. 
It shall be unlawful for a person to park a vehicle in a parking meter space in the Village unless he shall, immediately upon parking such vehicle, insert or cause to be inserted, in the parking meter allocated to the particular parking space in which such vehicle shall be parked, United States coin or coins, as follows:
(1) 
Twelve-hour meters: $2.
B. 
Said parking meters shall be operated in said parking meter zones from the hours of 7:00 a.m. to 7:00 p.m. Monday through Friday, except holidays.
A. 
No vehicle shall be parked in a designated space in a parking permit zone unless it displays on the left rear side window a properly issued parking permit for that vehicle. Permit holders are subject to the regulations stated on the permit application and on the issued permit. Parking permits may be obtained from the Village Clerk upon such proof as may be required by the Village Clerk and payment of the following fee:
(1) 
Residents of the Village: $____ per year per permit.[1] This fee is to be prorated quarterly.

Nonresidents of the Village: none to be issued.
B. 
No permit shall be issued to any vehicle not registered at an address in the Village unless:
(1) 
The vehicle is leased to a resident of the Village for a term that includes the term of the parking permit. The lease must be presented to the Village Clerk; or
(2) 
The vehicle is owned by an entity that, by written agreement, permits a resident of the Village the exclusive use of that vehicle for a term that includes the term of the parking permit. The agreement must be presented to the Village Clerk.
C. 
Each applicant for a permit must submit a photocopy of the owner's driver's license and the vehicle's registration and such other evidence as may be required by the Village Clerk to establish the residency of the owner and the vehicle and the ownership and classification of the vehicle.
D. 
No permit shall be issued to any vehicle other than a vehicle registered as a motorcycle, or as a passenger motor vehicle pursuant to Vehicle and Traffic Law § 401(6) and having a seating capacity of not more than seven adults in addition to the driver, provided the vehicle is not used to carry passengers for hire. No permit shall be issued for a hearse, motor home, commercial vehicle, truck, bus, taxicab, livery, tractor, agricultural truck, tow truck or other vehicle not a passenger vehicle. No permit shall be issued to any vehicle, regardless of classification, that is greater than eight feet in width, or 18 feet in length, or eight feet in height.
E. 
No permit shall be transferable. There are no refunds. If a person wishes to substitute another vehicle for the vehicle for which the permit had been issued, the permit must be surrendered to the Village Clerk, who may, upon proper proof of residency and ownership and payment of a fee of $5, reissue the permit to a qualifying substitute vehicle.
F. 
The issuance of a permit by the Village Clerk does not guarantee, directly or indirectly, that a parking space will be available in the parking area designated by the Village ordinance for permit parking.
G. 
No parking permit shall be issued to any person who has any outstanding parking violations within the Village of Harrison.
A. 
No person shall stop, stand or park a vehicle in spaces clearly marked or designated for use by the handicapped in accordance with the provisions of this section, without a special vehicle identification permit, a special municipal parking permit or whose vehicle is not registered in accordance with section 404-a of the Vehicle and Traffic Law of the State of New York and being used for the transportation of a handicapped person; or with such permit or registration and such person is not the one to whom the permit or registration was issued or is not transporting the person who was issued the permit or registration; or any person who parks in a handicapped accessible aisle; shall be subject to a fine of not more than $250. A ticketing officer issuing a summons pursuant to this section may provide for the removal and storage of a motor vehicle illegally parked in a handicapped parking space or a handicapped parking access aisle.
