This Article shall be known and cited as "Town of Harrison Local Law
No. 1 of 1979, Criminal History Investigations for Issuance and Renewal of
Licenses."
The Town of Harrison, hereinafter called the "town," deems it necessary
that certain persons to be licensed by the town shall be persons free from
prior criminal history. This is particularly true in the case of issuance
and renewal of licenses for installation of burglar alarms and licenses to
drive taxicabs within the Town of Harrison. The public health, welfare and
safety require protection in these aforesaid sensitive areas and, to do so,
it is imperative that the town be aware of the past criminal conduct, if any,
of such applicants.
A.
There shall be an investigation by the Harrison Police
Department before any license is issued or renewed under the following ordinance
and local law of the Town of Harrison:
B.
In order to ascertain any previous criminal record of
any applicant, the police investigating officer shall take the fingerprints
and physical descriptive data in quadruplicate of each individual that signs
and verifies any application under the aforesaid local law and/or ordinance.
Three copies of such fingerprints shall be taken on standard fingerprint cards,
eight inches square, one of which may be taken on a card supplied for that
purpose by the Federal Bureau of Investigation. When completed, one standard
card shall be promptly submitted to the New York State Division of Criminal
Justice Services, where it shall be appropriately processed and returned by
it to the Town of Harrison with the criminal history check.
All persons seeking to obtain or renew licenses under Local Law No.
1 of 1972, regulating and controlling police alarm systems and/or the Taxicab
Ordinance of the Town of Harrison shall pay the then required fee of the New
York State Division of Criminal Justice Services at the time such person submits
any such application.
