The Building Inspector shall administer any direction by the Zoning Board of Appeals or any requirement of the Zoning Ordinance of the Town of Harrison[1] for the erection or maintenance by a landowner of screening facilities upon his property.

Upon failure of a landowner to erect, replace, repair or maintain fences, trees, plantings, shrubbery or other screening as so directed or required, the Building Inspector shall deliver written notice thereof to the owner of record of such land. The notice shall require the landowner to remedy the failure within 30 days and shall include or have annexed thereto a copy of this chapter.
In the event that the landowner does not remedy the failure noticed in accordance with § 195-2 hereof, the Building Inspector shall apply to the Town Board, on no less than 10 days' notice to such landowner, for an order authorizing and directing him to erect, replace, repair or maintain such fences, trees, planting, shrubbery or other screening. Any such order may provide for the assessment of all costs and expenses so incurred by the town, in connection with any action taken pursuant to such order, against the land upon which such screening facilities are located.
The order of the Town Board made in accordance with § 195-3 hereof shall take effect 30 days after a copy thereof is delivered to the owner of record of such land, unless such screening facilities are duly erected, replaced, repaired or maintained by or on behalf of the landowner prior thereto.
All notices required to be given hereunder to a landowner shall be sent by registered mail, addressed to the owner of record of such land at the address shown on the last preceding assessment roll.
