Hereafter, no sidewalks shall be laid or constructed upon any public street or highway in the Town of Harrison except upon a grade to be furnished by the Engineer of the Town and in a line parallel with the existing street line, all sidewalks to be built of cement concrete, to be in slabs four feet square upon all streets, except business streets. In front of business property, the same shall be constructed in slabs five feet square so that the walk will be 10 feet wide, each square to be not less than six inches in thickness, laid on a foundation of cinders or other suitable materials, properly tamped and settled, such slabs to be laid not less than three feet from and parallel to the established curbline of the highway, where the same is a four-foot slab, and to have a slope toward the curb of 1/4 inch per foot, the intervening space between the slab and the curb to be of earth of sod and to have a slope of 1.18 inches toward the curb, the space between the slab and the property line to be one inch below the top of the walk as finally constructed and to be of either earth or sod, such concrete used in the construction of said walls to be composed of one volume of portland cement, two volumes of sand and four volumes of broken stone or gravel, the stone or gravel to be free from all foreign substances, with sufficient water added to ensure the proper consistency, and after mixing, such concrete shall be handled rapidly, deposited in forms and each slab finished in one continuous operation, the wearing surface being finished by the wood-float method and left moderately rough, all edges of the slab to be finished to a radius of about 3/8 inch, all forms to be removed and the resulting spaces filled with sand after the concrete is sufficiently set.
Wherever a sidewalk is laid and the abutting property owner desires to construct a driveway over the same from the street to his abutting property, he shall, before said driveway is used, cause an apron to be constructed of a slab of concrete, of the same consistency as the sidewalk provided for herein, and laid in the same manner, so as to fill the entire area between the sidewalk and the curb, which apron or driveway is not to be less than eight feet in width, and a similar apron or driveway to be constructed of concrete is to be laid between the sidewalk as constructed and the property line on the opposite side from which said apron or approach is constructed as a driveway to the abutting property owner.
All streets zoned and set apart for business purposes, when improved, shall be curbed and guttered, and no curb shall be laid hereafter except if the same is built of cement concrete, the same to be 18 inches in depth and six inches in thickness at the top and eight inches in thickness at the base and not less than five nor more than 10 feet in length, placed on a foundation of cinders or other suitable materials at least four inches in depth, such concrete to be of the same composition as the sidewalks provided for herein, placed in forms, spaded and rammed, the finished corner to have a two-inch radius, the forms to be removed when the concrete has sufficiently set, and the exposed surfaces floated to a true surface by means of water, brush and wood-float, such curb to be so constructed that at either every five or 10 feet there shall be a joint separating one slab entirely from the other, the joint to be made of five-ply tar paper.
Hereafter, no gutters shall be laid except if a curb is constructed in conjunction therewith. Such gutters shall be constructed of cement concrete not less than six inches in thickness, with reinforcing, the reinforcing irons to connect the curb and gutter one with the other; otherwise the gutter to be constructed of the same composition as the sidewalks provided for herein and the curb herein set forth.
All sidewalks, curbs and gutters shall be laid in conformity with a grade established by the Town Board of the Town of Harrison or the Engineer thereof and shall be subject to the supervision and approval of the Town Engineer.

Any person, firm or corporation who shall fail, refuse or neglect to comply with any order of the Town Board of the Town of Harrison requiring and directing the laying, resetting, replacing or repairing of any portion or part of a sidewalk or any part or portion of a curb or gutter, or the relaying or resetting thereof, after due notice of not less than 15 days directing that the same comply with such order, shall be punishable by a fine not to exceed $250 or by imprisonment for a term not to exceed 15 days, or both, and a like penalty for failure to comply with any of the provisions of this article.
Upon the failure, refusal or neglect on the part of any person, firm or corporation to lay, reset, replace or repair any such sidewalk, curb or gutter, either or all, or any part or portion thereof, after notice by the Town Board of the Town of Harrison, as herein specified, the Town Board shall thereupon cause the same to be constructed, laid, reset, replaced or repaired, and the cost thereof is to be charged against the abutting property in the manner provided by law.
A copy of this article shall be attached to each notice that may be served personally, requiring the laying or setting of any sidewalk, curb or gutter, or the relaying, resetting or repairing thereof.
