For the purposes of this chapter, the following words and phrases shall have the meanings respectively ascribed to them by this section:
The City Planning Commission.
A way for vehicular traffic, whether designated as a street, highway, thoroughfare, parkway, throughway, road, avenue, boulevard, lane or place or however otherwise designated.
ARTERIAL STREETS AND HIGHWAYSThose used primarily for fast or heavy traffic.
COLLECTOR STREETSThose which carry traffic from minor streets to the major system of arterial streets and highways.
MINOR STREETSThose which are used primarily for access to abutting properties.
MARGINAL ACCESS STREETSMinor streets which are parallel to and adjacent to arterial streets and highways and which provide access to abutting properties and protection from through traffic.
ALLEYS and MINOR WAYSThose which are used primarily for vehicular service access to the back or side of properties otherwise abutting on a street.
A person, group, firm or corporation proposing to subdivide land within the City.
The division of any parcel of land in two or more lots, plots, blocks or sites in such a way as to create or extend one or more streets for the purpose of developing or offering such land for sale to the public. Resubdivision of land heretofore platted shall come under the meaning of "subdivision" if there is a rearrangement of lots or streets or both on property which originally formed the subject of a subdivision, as above defined.
