In order to ensure the proper protection, conduct, safety, health and general welfare of its residents and inhabitants and to provide for the proper care, management and use of its highways, roads, streets and property, the Town Board of the Town of Kent, Putnam County, New York, finds it in the public interest to eliminate a public safety hazard by preventing the entry onto Towners Road from Union Road by designating a portion of Union Road for one-way traffic and redirecting traffic.
This Article is enacted pursuant to the New York State Constitution, the Municipal Home Rule Law, the Town Law, the Highway Law, the Vehicle and Traffic Law and the Code of the Town of Kent.
A. 
A portion of Union Road, between Towners Road and Hortontown Road (also known as Horton Road), is hereby designated for one-way traffic in a southerly direction only from Towners Road to Hortontown Road.
B. 
The Superintendent of Highways of the Town of Kent is hereby directed to post the following signs:
(1) 
"DO NOT ENTER," a one-way arrow and "TO TOWNERS ROAD" (with right-turn arrow) to be installed on Union Road at the intersection of Hortontown Road and Union Road.
(2) 
"NO RIGHT TURN" and "TO TOWNERS ROAD" (with a left-turn arrow) to be installed on Hortontown Road at the intersection of Union Road and Hortontown Road.
(3) 
"TO TOWNERS ROAD" (with a left-turn arrow) to be installed on Union Road at the intersection of Dicktown Road and Union Road.
(4) 
"TO TOWNERS ROAD" (with a left-turn arrow) to be installed on Hortontown Road at the intersection of Dingley Road and Hortontown Road.
(5) 
"TO TOWNERS ROAD" (with a left-turn arrow) to be installed on Dicktown Road at the intersection of Dingley Road and Dicktown Road.
